The Westside Parkway, with a cost of $170+ million is a very large project that will have to comply with both federal and state rules. We will be bringing forward for your consideration a project management contract proposal. Over time, additional staff will also be necessary, with both sets of costs to be paid by project funds. Concerns for public information and neighborhood impacts will also be taken into account. 2. In accordance with Council goals, Mayor Hall and staff met with representatives from CalTrans this week to consider a process for clean up and beautification of our local highway landscaping. The offer of assistance from CalTrans is very encouraging and staff will assist the Mayor in gauging community interest and the possible promotion of such a program. The enclosed press release has further details. 3. An update on the Comanche Road realignment project at State Route 178 is enclosed. Staff is hopeful that construction can begin on that project in June. 4. A status report on the various road rehabilitation projects currently underway and those upcoming is attached for your information. 5. Next week, a new electrical panel will be installed at Beale Park. The project is estimated to be completed in five days, or less. During that period, the park will be without security lights. The tennis court and amphitheater lights will be left on to provide lighting after dark. Restroom lights will be operational during the normal park hours only. 6. Regarding the recent interest to have a skate park in the Silver Creek area, a citizen gathering was held at Silver Creek Park to promote support of such a project. Hall April 18, 2002 (661) 326-3770 CALTRANS RESPONDS FAVORABLY TO MAYOR'S REQUEST FOR HELP IN IMPROVING LOCAL HIGHWAY LANDSCAPING Last month, Mayor Harvey L. Hall made a strong appeal to CalTrans for assistance in improving the stark and deteriorating landscaping along state owned highways in Bakersfield. Contrasting the condition of the areas along our highways to that of Fresno, the Mayor pointed out that the freeway landscaping through that corridor of Highway 99 is far better than what Bakersfield has. Noting that Bakersfield is the eight fastest growing population in California and the 78th most populous city in the United States, Mayor Hall has stated, "If Bakersfield is to promote a positive impression, it is imperative that we spruce up the appearance along our local highways through clean up and beautification efforts. It is essential to have the involvement and support of Cai Trans in order for us to be successful." Responding to Mayor Hall's request, CalTrans provided a list of their current and upcoming projects for the Bakersfield area. That list is impressive and includes major projects on Routes 99, 58, and 178. A copy of the list is attached. Mayor Hall has expressed his appreciation to CalTrans for their response and project summary. CalTrans also offered suggestions on how Bakersfield can further improve the appearance of our local freeway corridors. Based on those ideas, Mayor Hall and City staff met this week with two CalTrans officials who were key to the successful landscape upgrade accomplished along Fresno highways. Hall Press Release April 17, 2002 Page Two for the Central California Region and Lori Butler, Senior Landscape Architect, explained the master plan that was created for Fresno, which was a joint effort between CalTrans and the community. Ruano and Butler have offered to assist Bakersfield in a similar effort. Encouraged by the results of the process in Fresno and the offer of assistance from CalTrans, it is Mayor Hall's intention to move forward to promote the creation of a highway landscape improvement plan for Bakersfield. While still in the initial planning stages, the Mayor envisions a cooperative effort between local and state agencies, along with community involvement, to create a master highway beautification plan and obtain funding through grants and other possible sources. The mayor is committed to steering a successful effort and said, "As part of our continuing goal to make our community a better and more attractive place to visit, work, and live, I know we can join together to clean up and improve the appearance of the highway landscaping in Bakersfield." This project replaced freeze damaged plant material and upgraded the existing irrigation system. Construction was completed in 2001. Construction amount, $336,000. Plans were initially submitted to Caltrans for approval late last year. They returned the initial submittal last month. Staff made their requested changes and immediately sent them back. Assemblyman Ashburn, at the request of one of his constituents in the area, contacted Caltrans Director Jeff Morales directly late last month and requested that the Caltrans review process be expedited as much as possible for this project. While staff has not received the second submittal back yet, a draft of Director Morales' response to Assemblyman Ashburn was received which indicates the City should be able to obtain Caltrans approval and advertise, award, and begin construction by June of this year. This letter was written for Director Morales by Caltrans staff in Fresno involved with the project, so hopefully they will send us the approved plans shortly so that we can proceed with bidding. The cooperative agreement for the project between Caltrans and the City will be on the City Council agenda for April 24th. Federal paperwork has been previously submitted to Caltrans, but they will not process it until the plans are approved. Traffic Signal poles have already been ordered and delivered to the City for the traffic signal, however Caltrans required some additional poles on their initial plan review received last month (overhead flashing beacons with "Signal Ahead" signage), and so these poles were also recently ordered and should arrive in early July. The traffic signal controller equipment has already been purchased and delivered to Caltrans for their programming prior to installation. cc: Jacques R. ROJAS, PUBLIC WORKS DIRECTOR DATE: April 12, 2002 SUBJECT: CAPITAL ROAD REHABILITATION STATUS Granite Construction completed paving operations this week on the widening and resurfacing of Brimhall Road between Coffee Road and Windsong Street. Granite Construction also currently has under construction the rehabilitation of White Lane from Wilson Road to Dovewood Street (this project includes the expansion of the intersection of White Lane and Stine Road). The rehabilitation of Wilson Road from Planz Road to Agate Street, Fairfax Road from College Avenue north to the point where the Fairfax/178 interchange will begin (just north of Valley View Drive), and Virginia Avenue from King Street to the San Joaquin Valley Railroad are currently out to bid, and bids are due late next week. The Engineering Division has enlisted designers in the Traffic Division to assist with preparation of plans for the remaining projects that use the initial $7 million funding we currently have. These streets have been broken down into four projects: Anticipate Advertising for Bids 1.) ROJAS, PUBLIC WORKS DIRECTOR~.~..~......_._ DATE: APRIL 11, 2002 SUBJECT: HANDICAP PARKING AT PARK PLACE APARTMENTS Council Referral #WF0019175 Councilmember Benham requested staff provide a status report on a previous request for handicap parking spaces outside Park Place Apartments, by Central Park. The Traffic Engineer was contacted by Ms. Carol Baker, a resident of the Park Place Senior Apartments, several months ago. At that time, the manager of the apartments had indicated to her that they would not make changes to the curb markings on the 23r~ street side of the complex to allow more handicap parking at curbside. The Traffic Engineer investigated the existing red curb area and determined that it was required as a Fire Lane. To try and accommodate Ms. Baker, a work order to mark the area on each side of the red curb as a passenger loading zone was proposed. This was anticipated to be done by late March. Prior to the work being done by City crews the street was determined to be a Private Street and not under City control. The Kern County Housing Authority operates the apartments. Since the street is not a public street and the City cannot make changes to the curb markings for the resident, the Traffic Engineer will re-contact the manager and the Kern Housing Authority to formally request the addition of a passenger loading zone on behalf of Ms. Baker. Ms. Baker will be copied on any correspondence to the Housing Authority for her information. ROJAS, PUBLIC WORKS DIRECTOR DATE: APRIL 11, 2002 SUBJECT: WIBLE AT BERKSHIRE Council Referral #WF0019179 Councilmember Salvaggio requested staff contact him regarding the traffic problems at the intersection of Wible and Berkshire to review options. The Traffic Engineer reviewed the intersection, the file and the operations of the intersection in the field. The intersection traffic would benefit if the Wible Road leg were widened and a left turn bay marked for north-south left turns from Wible. Since this will not be able to be constructed for some time, alternatives were considered. The last traffic study showed that the intersection was not warranted for a 4-way stop and had no accidents reported on file. Since the study was made about 6 months ago, it is appropriate to re-study the intersection. If the new study confirms that traffic has increased and is closer to meeting the warrants, the Traffic Engineer proposes to have a 4-way stop installed for operational improvements in anticipation of fully meeting the 4-way stop warrant in the near future. The new stop sign warrant study will take place in the next two weeks, weather and road conditions permitting. ROJAS, PUBLIC WORKS DIRECTOR DATE: APRIL 11, 2002 SUBJECT: SEWERS AT HOMES ON PLANZ Council Referral #WF0019180 Councilmember Salvaggio requested staff provide an update on the sewer issues at the homes on Planz and Hughes Lane. Last month letters were sent to several residents on Planz Road and Hughes Lane regarding offsetting the cost of the sewer connection fees with the annual user fees that they had been paying without benefit of a sewer connection. With these residences, Wastewater had already determined that they were not hooked up to City sewer through a dye test. ~ There are a few more houses in the immediate neighborhood that, we believe, are not hooked up to City sewer. Wastewater is currently verifying through dye tests whether or not these houses are hooked up. Letters were sent to the residents asking to set up an appointment for the dye test. ROJAS, PUBLIC WORKS DIRECTOR ~""~t._..--------~ DATE: APRIL 11, 2002 SUBJECT: AKERS ROAD EXTENSION Council Referral #WF0019177 Councilmember Salvaggio requested a report regarding the status of extending Akers Road north of Pacheco and the placement of a traffic light at that intersection. For some time, staff has anticipated the need for the Akers Road extension between Pacheco and White Lane. To that end, funds were budgeted last fiscal year to complete plans necessary for the railroad crossing. In fact, staff, together with a consultant, are completing necessary paperwork through the Public Utilities Commission (PUC) to obtain an order to construct an at-grade railroad crossing. Staff is proposing to include the at- grade railroad crossing as well as the necessary culvert bridge in the 2002-03 Capital Improvement Budget. Staff is also looking at construction of a traffic signal at the intersection of Pacheco and Akers upon extension of Akers Road to White Lane. Staff recently met with a developer who is interested in doing the Akers Road extension north of the railroad tracks to connect to the existing portion south of White Lane. Staff indicated to the developer that if he were to construct the extension, the City would propose the at-grade railroad crossing, the culvert bridge and the traffic signal. This is why staff is including these items in the 2002- 03 Capital Improvement Budget. Dear Property Owner: The City of Bakersfield recently completed the installation of sewer mains and laterals in your neighborhood. This project was funded by Community Development Block Grant funds at no cost to you, the property owner. If you desire to connect to the sewer you must first obtain a permit from the City Building Department ($40) for the construction of the sewer line on your property and abandonment of the existing septic tank. A sewer connection fee is also due with the issuance of the building permit. The permit can be obtained at 1715 Chester Avenue. The sewer connection fee for a typical single family residence is $2200. For smaller homes with only one or two bedrooms and one bath the fee is $1400. This is a one time fee to fund expansion of the sewerage treatment plant. This fee can be paid in a lump sum or be spread over a 3 year period and added to your property tax bill. Note, these fees will increase July 1, 2002 to $2300 and $1470 respectively.
