1. PERS has confirmed that our contractual amendment for 3% at 60 has been
approved. The effective date will be July 15, 2002.
2. A ribbon cutting ceremony will be held on Wednesday, July 3rd at 11'.00 a.m. to
commemorate the completion of the Bellevue Weir and the bike path along the Kern
River Parkway. It will also be the official kick-off event for the construction of the two
new southwest park sites. The press release and location map are enclosed.
3. We will be expanding our positive coverage of City operations and events with the
debut of a new television program On KGOV-Channel 16 next week. Focus on
Bakersfieldwill air for the first time on Tuesday, July 2nd at 8:00 p.m. and will be a 30-
minute program: Hosted by Mayor Hall, the pilot features Donna Kunz and Stan
Ford discussing the programs and services of their departments. The program will
air weekly during July and August. Tentative plans are to tape new segments on a
quarterly basis for a year and then evaluate doing it monthlY.
4. During the last year, we have made significant progress on enhancing median islands
throughout the city. The costs were originally estimated as bid and construct projects
by contractors, but City crews have been able to do much of the work, so there has
been substantial savings. Staff would like to use those funds to continue the
enhancement program at some additional sites. We would like to receive your
feedback on the proposed street areas listed in the attached memo from Public
Works.
5. Public Works received the enclosed letter of appreciation from CSUB thanking the
City for completing the Kroll Street Bridge in time for their commencement
ceremonies.
6. Recreation and Parks recently had their annual aquatic safety audit and received the
highest possible rating of "exceeds standards". The results are the best the
department has received since the operational audits were started six years ago.
7. A status report on the CIP road rehabilitation projects is enclosed from Public Works.

8. Per the enclosed correspondence from Time Warner Cable, they are making some
changes in their organizational structure. There Should be no impact on local
operations or customer service.
9. A response to a question posed at the June 3ru Budget Hearing regarding the
development of a Senior Volunteer Program for park security is enclosed.
10. Responses to Council requests are enclosed, as follows:

This exciting community event will commemorate the completion of the new Bellevue Weir and
Bike Path Bridge and provide the opportunity to see the ongoing construction of the westerly
expansion of the Kern River Bike Path. Maps of the future 32-Acre Rio Vista Park and the 40-
Acre Water Recharge and Soccer Park will also be available for viewing at the site. This will be
the first opportunity to see these facilities with water running in the river and to learn more about
the Kern River Flow Restoration Program.
The Flow Restoration Program is jointly sponsored by the Kern County Water Agency and the
City of Bakersfield to restore flows in the Kern River Parkway during peak recreation season,
while providing improved management of Kern River water for urban and agricultural uses.

Public Works and Parks Department staff and annual contractors have continued to make progress on the list of
median islands slated last year to enhance. The list and its status are:

South H Street from Panama Lane to Ming Avenue is one of the streets being resurfaced as part of the
resurfacing program this summer. Before this resurfacing is constructed, the median islands from Hendricks
Street to White Lane are being reconstructed and are proposed to be enhanced.
Costs were originally estimated as bid and construct projects by contractors. But with City Crews doing the
existing surface removal, traffic control and landscape planting, and annual contractors doing the concrete and
irrigation work, costs have been significantly less than originally estimated so that a fairly large balance still
remains in the project accounts. To finish the incomplete medians listed above, it is estimated that no more
than $400,000 will. be needed which will still leave $330,000 to enhance additional median islands. Another
$200,000 is also proposed in the FY 02-03 budget for median island enhancement for a total of $530,000.

On behalf of California State University, Bakersfield, we appreciate the City's cooperation in
coordinating the completion of the Kroll Way Bridge in time for use for our campus
commencement. The CSUB commencement held on Saturday, June 15th was easily the largest
event of its type hosted on our campus with well over 8,000 people in attendance and the use of
the Kroll Way Bridge minimized the traffic conflicts and improved the flow, of visitors to safely exit
east off campus.
We appreciate, the efforts put forth by you and your department in working together with the

SUBJECT: Aquatic Safety Audit
On June 20-21, Jeff Ellis and Associates, our aquatic risk management firm,
conducted the first operational safety audit of the season. In the previous
five years that we have been a client of this firm, audits have typically
included no more than three pools. This audit included all eight pools that
were operational (Note: Jastro pool's opening had been postponed until June
24).
As part of this comprehensive evaluation of our readiness to respond to an
aquatic emergency, the individual skills of fourteen lifeguards were tested
and a thorough review of our facilities, supervision, and administration
conducted.
It is my pleasure to inform you that the results of the.audit are the best the
department has had to date. Overall, we received the highest possible rating
of "exceeds standards." This corresponds to a numerical score of 95-100.
We earned this rating for both emergency procedures as well as
administration.
As a group, the lifeguards earned a score of 98. Individually, twelve
lifeguards received a perfect score of 100.
I believe that these results are an indication of not only the outstanding
abilities of our lifeguards but also the effectiveness of our training and the
quality of the department's aquatics staff including the supervisor, Holly
Larson, and the recreation specialist, Josh Romine.
We're offto a great start and I know of no reason that this will not be our best
year yet.

SUBJECT: CAPITAL IMPROVEMENT PROGRAM ROAD REHABILITATION STATUS
With the award next Wednesday of the Gosford Road (White Lane to District) and White Lane (eastbound,
Saddle to Old River) Road Rehabilitation Project, the City will have either under construction or recently
awarded over $7.9 million worth of Road Rehabilitation Projects as part of the Capital Improvement Program.
These projects include:
White Lane, Wilson Road to Dovewood Street ($2.2 mil)
Wilson Road, Fairfax Road, and Virginia Avenue ($2.3 mil)
Gosford Road, Ming Avenue to Stockdale Highway ($2.5 mil)
Gosford Road, and White Lane ($840,000)
The resurfacing/rehabilitation of Panama Lane, Summerfield to SR 99 and Stine Road, Panama to Harris ($1.4
mil.) will be out to bid late next week. Plans for the resurfacing of South H Street from Panama to Ming ($1.2
mil.) and for 21st Street, Oak to F ($300,000) are nearing completion and will be out to bid in early July. Award
of these projects will use up all Federal money currently available to the City for road rehabilitation, as well as
most of the City's AB 2928 allocation of State funds which are to be used for road maintenance and
rehabilitation efforts. Engineering staff is beginning work on another $1.2 million road resurfacing project as part
of the upcoming inter-fund loan anticipated to be approved by the City Council at next week's meeting.
Granite began paving the eastbound lanes of White Lane (Wilson to Stine) yesterday, and should be complete
with this initial work and the detour removed by the middle of next week. There will be a final cap over the entire
street, but this work will not require a detour.
You may have also noticed that Granite has begun preliminary work (traffic signal relocations, right-turn lanes)
on the Gosford Road, Ming to Stockdale project. The 6 week period during which the road will be reconstructed
and full-time lane closures will occur begins on July 15th.
We are awaiting the return of contracts from Griffith Company regarding the Wilson, Fairfax, and Virginia project.

As you know, Time Warner Entertaimnent-Advance/Newhouse Partnership ("TWE-A/N")
holds a franchise to operate a cable television system in your community. I am writing as part of our
on-going efforts to keep you apprised of developments involving TWE-A/N.
As you may recall, TWE-A/N is a parmership between Time Warner Entertainment
Company, L.P. (TWE) and Advance/Newhouse. We are pleased to inform you that TWE and
Advance/Newhouse have renegotiated our partnership to enable Advance/Newhouse to take a more
active role in daY-to-day management of certain of the TWE-A/N cable systems. Under this new
arrangement, Advance/Newhouse will take a more active management role in the day-to-day
operations of TWE-A/N systems serving approximately 2 million customers including those
customers in your community as well as those served by TWE-A/N located in the areas of Central
Florida; Tampa, FL; Birmingham, AL; Indianapolis, IN; Bakersfield, CA; Detroit, MI and certain
areas of Alabama and Northern Florida.
We are pleased to inform you, based on our discussions with Advance/Newhouse, that this
transaction will have no significant impact on our cable systems or its operations. In particular, we
have been assured by Advance/Newhouse that:
· Customers will not see any changes in customer service or the roll-out of new services.
· There will be no change in the decentralized management structure. Decisions regarding
rates and customer service will continue to be made by local management.
· The local management and staff will remain the same but will become employees of
Advance/Newhouse.
· There will be no change in our commitment to provide our customers with the best in
programming choices and customer service.
· Certain management responsibilities, including programming, purchasing and
engineering development, will continue to be provided by Time Warner Cable on behalf

SUBJECT: Question #22 Can staff look into development of a Senior Volunteer
Program for park security?
Councilmember Hanson requested we research the senior volunteer park patrol program
with the city of Oceanside and the city of San Clemente. We contacted the city of
Oceanside and they informed us they do not have a senior volunteer park patrol program.
The city of San Clemente told us they do not sponsor or administer the program but the
city benefits from the program. The Senior Volunteer Park Patrol Program is administered
by the Orange County .Sheriff's Department.
This program has been in existence for about 15 years in Orange County. The volunteers
are asked to complete an application and if the applicant meets all standards, then
interview and finally a background check is completed. The average age of the working
volunteers is 65 years. They are issued a uniform, radio, and a marked vehicle. This
position has citation authority which includes street and. parking infractions. These
individuals complete a training program that entails all of the areas needed to complete
their patrolling task.
They normally work around the 8:00 AM to 3:00 PM shift with adjusted changes due to
need. These individuals may work a special event, move and transport a radar trailer, or
meet some special need. Parks are patrolled by these individuals during the 8:00 AM to
3:00 PM shift but can be scheduled to work during the evening hours if there are some
continuing problems. They do not patrol the parks at night on a regular basis. When
patrolling parks the seniors do not get out of their vehicles to investigate situations but
makes contact with the sheriff's department. This is very similar to how our department's
park patrol handles itself.

SUBJECT: GORDON'S FERRY GRAFFITI AND ILLEGAL ACTIVITIES
Council Referral No. 000115
ICouncil Member Maggard referred the issue of graffiti to Public Works and reported
illegal activities to Police. Location at Gordon's Ferry.
Officer Paglia, who is assigned to graffiti enforcement, notified Public Works for graffiti
removal. There is a moderate amount of graffiti, some of which has sexual references.
Vice detectives have been assigned to monitor the location for lewd conduct that would
be visible to the public, and no violations have been observed.
A check of calls for service revealed officers have coded off or have been sent to
Gordon's Ferry 15 times from December 19, 1999 to March 19, 2002. Seven times
officers coded off for routine investigation.
The East Area Commander and district officers have been apprised of the concern and
will provide extra patrol.

Councilmember Couch requested that staff provide the process for selecting the At-
Large (Public) members to LAFCO. The At Large members are selected by the LAFCO

According to the Clerk of the Board of Supervisors their terms expire May 2003.
There are two city representatives and one alternate appointed to the LAFCO board.
These positions are appointed by the City Selection Committee which is made up of the
Mayors from the 11 Kern County cities. Appointments (for a 4 year term) for these
seats were made at the May 16th meeting of the City Selection Committee based on a
rotation basis recommended by the Mayors from the Kern County Association of Cities.
Selections as to which City would start the rotation for the permanent seat and alternate
were drawn at random. The City of Shafter requested that Councilmember Cathy Prout
continue her term (she is completing her second year on LAFCO) for two years. It was
voted by the City Selection Committee to appoint Councilmember Cathy Prout from
Shafter for a two year term (to create offsetting terms every two years for the two city
members) and Mayor Ruben Garza from McFarland, The City Selection Committee
also appointed Councilmember Nick Lessenovich from California City as the alternate
member. It is my understanding that future appointments for members and alternates
will go to cities based on alphabetical order. Given the plan that was implemented by
the City Selection Committee, Bakersfield will be able to have a seat on LAFCO in the
year 2016 and would be eligible to have an alternate seat in the year 2042. We could
move up should another city decline to take their turn in the rotation.
