SUBJECT: General Information
1. We received a disappointing sales tax distribution with no increase over the same
period last year. It is the second in a row that was below our expectations.
2. At the last Council meeting, a motion was made by Councilmember Benham to
have the next two workshops dedicated to the aquatic issue. Afterwards, in part
due to a longstanding obligation for the head of the High Speed Rail Authority to be
here on October 2nd, she asked for the issue to be handled at a workshop and as a
regular agenda item on the 16th. That will leave October 2nd without aquatics, so
we have adjusted the agenda accordingly since it was her motion.
3. In follow up to the recent decision by the City Council to investigate two buildings
for possible purchase, Don Anderson and I met with the owners this week. We will
order appraisals, send a team in to check repair costs, and assemble financial
information over the next few months.
4. The Legislative and Litigation Committee met this week on the petition about the
Highway 99 event. After listening to all sides they indicated that, due to a year of
planning, the event should go as planned. Despite that, a press release asking for
blocking it has been issued. It is unfortunate that the efforts of the City (we are a
co-sponsor) and the DBA are being protested like this. The effort is to get people
and money downtown to improve business.
5. I will be in Philadelphia at the annual International City Manager's meeting on
Monday and returning Wednesday (if the plane schedule goes according to plan)
for the Council meeting. Please direct the routine pre-agenda issues to Alan
Christensen. It has been a busy time, so I also expect the office to be tracking me
down on the cell phone for items of special Council concern. Feel free to request
that, if necessary. '
6. If you happen to attend the Fair this year, you'll notice the City has a booth. There
will be displays from various departments, including Information Technology,
Development Services, EDCD, Fire, and Police.

Councilmember Benham requested staff take a second look at the lock installed on
the Dunsmuir Street alley. It appears to be inadequate as car racing is still taking
place.
On September 23, 2002, Code Enforcement Officer Buss investigated the above
referral. He found that half of the gate was open, however, the gate assembly Was still
locked. The drop bar had been forced out of the ground allowing the gate to open. The
gate was realigned and secured back in position.

Councilmember Maggard requested staff explore the feasibility of a curb cut project
at the corner of Panorama and Haley, similar to the Truxtun and Pine Project and
report back.
The Street Division will be performing the work on the Haley/Panorama curb-cut
project. However, they are currently working on Median Island modification projects
and they still have approximately one month (October) left of street resurfacing
projects. In addition, some details for the installation of the curb-cut are still being
worked out with County of Kern Staff.
The target date for starting this project is early November, 2002.
I will provide you with an update on the progress of this project as soon as all details
have been worked out.

SUBJECT: GRANTS FOR VETERAN'S MEMORIAL

Councilmember Maggard requested Urban Development review making grant application for
funds to assist with Veteran's Memorial-- park memorials.
Additionally, a request for a resolution establishing a policy regarding monuments in Central
Park.
Staff was asked to contact Dr. Carlson, who is assisting the Veteran's group with a
grant application, to get proposed wording for a Council resolution. Dr. Carlson was out
of the state until September 22, 2002. A message has been left for him.

Councilmember Couch requested staff provide a status report regarding the 110
acres next to Wastewater Treatment Plant 2, if it is for sale, and the feasibility of
using it for a Corporation Yard, even if only temporary.
It appears that the subject 110 acres is currently pending sale to Castle & Cooke,
per the City's Property Manager.
If the sale of the land to Castle & Cooke does not go through, many aspects of this
property becoming the City's next Corporation Yard require some study. Staff will
develop a feasibility analysis, including effects to overall maintenance and operating
expenses, and report back upon completion.

The idea of a Pothole Patrol possibly led by Keep Bakersfield Beautiful Committee will
be put on the Committee's monthly agenda October 11, 2002 for their discussion. The
