The meeting was called to order by Boardmember Salvaggio at 4:06pm. 2. Present: Mark Salvaggio, Chair Patricia M. Smith Jacquie Sullivan (seated at 4:15pm) 3. Boardmember Salvaggio made a motion to approve the minutes of the Regular Meeting held March 18, 1998. Motion carried. 4. There were no public statements. 5. Water Superintendent Patrick Hauptman gave an update on the current Kern River operations. On April 29th the Corp of Engineers took over operation of Lake Isabella and put the Kern River Group on mandatory release to evacuate storage in anticipation of the predicted large snowmelt. Kern River outflow for Isabella is 3,800 cfs and minor stream inflows to the Kern River bring First Point to about 4,150 cfs. As of May 20th the state estimated the Kern River April/July runoff would be 226% of normal. Kern River flows are expected to increase to 5,000 cfs in the Bakersfield area output throughout the summer and possibly into the fall. For Board information, no action required. 6. New Business 6A. The Agricultural and Domestic water divisions 1998 water price schedules were presented by Mr. Core. The Agricultural Division's water rates are generally not to be increased this year. Some categories will decrease due to a drop in the pricing indexes. The Domestic Water rates that have been in effect since October 1996 will continue at least through June of 1999. Because of a fourth wet year in a row, electricity rates being flat for the past year and one-half and the Interface project online (reducing pump taxes), staff is not requesting a Domestic Water rate increase at this time. For Board information, no action required. 6B. The renewal of the exchange agreement with Buena Vista Water Storage District was brought before the Board by Mr. Bogart. The agreement with Buena Vista WSD would allow the City, when there is not enough water in the fiver during dry years, to pump groundwater from the "2800 Acres" and deliver to Buena Vista WSD in exchange for a Kern 1 River supply to areas upstream of the "2800 Acres." This exchange will also allow the .. Northeast Bakersfield Water Supply project to move forward and insure a finn supply to the citizens in the northeast. A motion was made by Boardmember Smith for approval of the agreement. Motion carded. 6C. A Resolution requesting Kern River Parkway funding from potential 1998 state budget surplus was presented to the Board by Mr. Bogart. In light of a large state budget surplus, many state legislators are submitting funding requests for various projects and programs. The Kem River Parkway is an ongoing project that has broad community support and is in need of funding in order to complete the plan. A Resolution to our representatives is essential to earmark a portion of the proposed $25,000,000 for statewide Parkway projects. This Resolution requests support of our state legislators for funding to complete the Kern River Parkway. A recommendation for approval of the Resolution to City Council was made by Boardmember Smith. Motion carried. 7. Closed Session. Adjourned to Closed Session at 4:17pm. 7A. Conference with legal counsel - existing litigation. Closed Session pursuant to Government Code Section 54956.9(a) Kern Delta Water District vs North Kern Water Storage District, et al., Tulare County Superior Court Case No. 96-172919.
