1. CALL TO ORDER
The meeting was called to order by Chairman Couch at 2:00 p.m.
2. ROLL CALL
Present: Chairman Couch, Hanson, Scrivner, (seated at 2:05 p.m.)
Absent: None
3. MINUTES
Chairman Couch moved this item later in the meeting.
4. PUBLIC STATEMENTS
A. Dennis Fox spoke regarding weed eradication funding.
Virginia Gennaro, City Attorney, stated Mr. Fox is working with Assistant City
Attorney Scanlan to draft a resolution, if the City decides to pursue it will be done as
part of the general plan update.
,! 5. KERN RIVER LEVEE DISTRICT
A. US Corps of Engineers levee inspection.
Mark Lambed, Water Resources Superintendent, stated the U.S. Army Corps of
Engineers recently inspected the levees and stated the levees are in great shape.
The Corps of Engineers will provide a written report. No action taken.

6. REPORTS
A. Kern River & Isabella Reservoir Operations Report.
Steve Lafond, Hydrographic Supervisor, gave a brief update and stated it is
estimated to be in the 65-70 percent of normal rainfall for 2007.

A. Florn Core, Water Resources Manager, stated the packet includes a letter received
from Corps of Engineers in response to the meeting in Washington, DC with
Assistant Secretary of the Army, John Woodley in September. Subsequent to that
meeting staff from Kern County Water Agency, North Kern, Buena Vista Water
District, City of Bakersfield, and Water Master met with the Corps of Engineers in
Sacramento last Wednesday, the Corps were encouraged to move faster and make
repairs to the Dam quicker than previous projects. No action taken.
7. DEFERRED BUSINESS
None
8. NEW BUSINESS
A. Amendment No. 1 to Agreement No. 05-325 with the Kern County Water Agency for
a Water Supply.
Motion by Hanson to approve Agreement No. 05-325(1) and forward to the City
Council for approval. APPROVED, ALL AYES
B. Water Supply Assessment for WeSt Ming Specific Plan.
Mark Lambert, Water Resources Superintendent, stated staff has reviewed the
assessment and staff recommends approval.
Motion by Scrivner to approve the Water Supply Assessment for West Ming
Specific Plan. APPROVED, ALL A YES
Florn Core, Water Resources Manager, stated that included in the packet is a
memorandum describing the water supply. Mr. Core also stated the City of
Bakersfield has an adequate water supply, at this time there is a surplus and plenty
of water available for any development that is proposed within the City of Bakersfield.
The City's Domestic Water System also has an adequate water supply.
C. Water Supply Assessment for 10 Section Project.
Mark Lambert, Water Resources Superintendent, stated this project is approximately
220 acres, the water supply assessment was reviewed by staff and recommends
adoption.
Motion by Hanson to approve the Water Supply Assessment for 10 Section
Project. APPROVED, ALL A YES
D. Participation in Kern River Weather Modification Program for 2006/2007.
FIorn Core, Water Resources Manager, stated the City has entered into an annual
agreement for weather modifications/cloud seeding program with the other Kern
River Interests. The City's share will be approximately $35,000 for the full year.
Staff recommends approval.
Motion by Scrivner to participate in the Kern River Weather Modification
Program for 2006/2007. APPROVED, ALL AYES

Motion by Hanson to approve the dates of January 24, March 21, May 16, July
l'l, September ~9, and November 14, .2007, for Water Board meetings.

Motion by Scrivner to recess to Closed Session at 2:25p.m. APPROVED, All Ayes
