CALL MEETING TO ORDER The meeting was called to order by Chairman Salvaggio at 4:00 p.m. 2. ROLL CALL Present: Chairman Salvaggio, Member Couch Absent: Member Hanson 3. TOUR A. Chairman Salvaggio recessed the meeting at 4:01 p.m. to tour the Northeast Bakersfield Water Supply Project. The meeting reconvened at the Water Resources Building Conference Room at 6:40 p.m. 4. MINUTES A. Minutes of January 22, 2003 Meeting for approval. Motion by Couch to approve the minutes. APPROVED, Hanson absent. 5. PUBLIC STATEMENTS None. 6. KERN RIVER LEVEE DISTRICT A. U.S. Corps of Engineers Inspection Report. Florn Core, Water Resources Director, briefly stated the inspection was in October and the findings by U.S. Corps of Engineers stated there were no significant changes, the levee was well maintained, and passed the inspection. No action taken. B. Ming Avenue River Levee Extension. (Reimbursement Agreement with Castle & Cooke California, Inc.) Gene Bogart, Water Resources Manager, gave a brief update and stated the south side of the river levee system will be completed when the extension from Ming Avenue to the 2800 Acres is constructed. That will protect all City properties south of the Kern River. Motion by Salvaggio to approve the draft agreement. APPROVED, Hanson absent. Bakersfield, California, March 19, 2003 - Page 2 7. REPORTS A. Kern River Operations Report. Mark Lambert, Engineer I, gave a brief update on the Kern River water supply outlook. No action taken. 8. OLD BUSINESS A. Update on request to Kern County Water Agency for treated water to serve Northwest Bakersfield - For Board Information Florn Core, Water Resources Director, gave a brief update regarding the Northwest Feeder Pipeline Project that we are working on with the Kern County Water Agency. The engineering design is close to completion. The pipeline runs from the Agency treatment plant at Golden State Avenue/Highway 99, west to Coffee Road, than north to Norris Road. A first draft of the principles of an agreement for water supply with the Kern County Water Agency was enclosed in the packet. Construction is scheduled to begin in September. No action taken. 9. NEW BUSINESS A. Independent Contractor's Agreement with Herbert Dodd Investigations & Patrol. Motion by Couch to approve the agreement. APPROVED, Hanson absent. 10. MISCELLANEOUS None. 11. WATER BOARD STATEMENTS Salvaggio requested staff inform the Water Board of the grand opening of the Northeast Bakersfield Water Supply Plant, and possibly schedule for the week of June 16~h. 12. CLOSED SESSION Motion by Couch to recess to Closed Session at 6:50 p.m. A. CLOSED SESSION ACTION Chairman Salvaggio announced there was no reportable Closed Session action. 14.
