Call meeting to order.

1) Approve minutes of special meeting held April 2, 1990.
2) Request from Loren Hodge of the Water Association of Kern County
for funding of the 1990 Water Awareness Campaign. FOR BOARD
DISCUSSION AND ACTION.
3) Water Operations Center Building - rejection of bids. FOR BOARD
DISCUSSION.
4) Proposed "Street and Utilities Improvement Agreement with Oceanic
Communities, Inc." to complete improvements on Buena Vista Road
adjacent to new Water Operations Center. FOR BOARD ACTION and
RECOMMENDATION TO CITY COUNCIL.
5) Adjournment.

The meeting was called to order at 5:23p.m. by Councilmember
Peterson in the Water Resources Conference Room.
The roll was called as follows:
Present: Peterson (Vice-Chairman); Brunni
Absent: Salvaggio (Chairman)
A motion was made by Councilmember Brunni to approve the minutes
of the Special Meeting held April 2, 1990. Motion passed.
A request from Loren Hodge of the Water Association of Kern County
for a $5,000 contribution for funding of the 1990 Water Awareness Campaign
was brought before the Board by Mr. Bogart. In order to avoid a possible
duplication of contributions by City residents who are supporting Water
Awareness through Improvement District No. 4 and the Kern County Board
of supervisors, staff recommended contributions of $500 for Ag Water and
$500 for Domestic Water. These amounts would equal the contributions
given by other local water purveyors to the campaign. A motion was made
by Councilmember Brunni to approve the contribution of $500 each from Ag
and Domestic Water. Motion passed.
The rejection of bids on the Water Operations Center Building was
brought before the Board by Mr. Bogart. Councilmember Brunni raised a
number of concerns regarding the landscaping, parking areas, building
layout, roof design and building costs. Following a lengthy discussion
and review of the bids received, a motion was made by Councilmember
Brunni that the Board recommend rejection of all bids to the City Council.
Motion passed.
Mr. Bogart presented before the Board the proposed Street and
Utilities Improvement Agreement with Oceanic Communities, Inc., to
complete improvements on Buena Vista Road adjacent to the new Water
Operations Center. This would allow curb, gutter, road and utility
improvements to be completed during the re-construction of Buena Vista
Road between the River Canal and the new Stockdale Highway alignment.
A motion was made by Councilmember Brunni to recommend to City Council
approval of this Street and Utilities Improvement Agreement. Motion
passed.
The meeting adjourned'at 7:19p.m.
