RESOLUTION NO. 2 7 3 - 0 7
A RESOLUTION SUPPORTING THE ALTAMONT PASS
AS THE PREFERRED ROUTE FOR THE CALIFORNIA
HIGH-SPEED RAIL SYSTEM ALIGNMENT.
WHEREAS, the California High-Speed Rail Authority has conducted a program-
level environmental impact report/environmental impact study that proposes two
alignment routes: Altamont Pass in eastern Alameda County and Pacheco Pass in
southern Santa Clara County; and
WHEREAS, Central California has the highest growth rate in the state and
represents a major market segment for potential High-Speed Rail System ridership with
an expected 44% of ridership involving people traveling within or in and out of the
Central Valley; and
WHEREAS, the Altamont alignment would provide job opportunities and
economic development opportunities to residents of Central California, including
residents of Bakersfield, California and would support other economic opportunities that
would benefit from a speedy interregional connection between northern and southern
California; and
WHEREAS, the Altamont alignment would also have lesser overall impact on
sensitive environmental habitats and substantially less impact than the Pacheco
alignment on farmland, flood plain impacts and wildlife impacts; and
WHEREAS, Kern Council of Governments, in its role as the Regional Planning
Agency for Kern County, supports the Altamont alignment as a preferred route;
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Bakersfield as follows:
1 . That the above recitals are true and correct and are incorporated herein
by reference.
2. That the City Council of the City of Bakersfield strongly supports the
Altamont Pass alignment as the preferred route for the California High-
Speed Rail System between Central California and the San Francisco
Bay Area.
