The amendment removes language from Section 17.30.030 (Uses permitted by Conditional Use Permit) that references dairies, stockyards and other animal confinement cases. Staff report given recommending approval. Commissioner Sprague asked about the city's Sphere of Influence and wanted to know if language should be added to change the zoning within the Sphere of Influence? Mr. Movius said that the uses for pre-zoning are the actual uses from our zoning ordinance so they would apply. With regard to what the county does within our Sphere of Influence, that will be an issue during the general plan update. Commissioner Sprague asked if this is going to be the City's stance on dairies?- Mr. Mowus said that as far as our zoning ordinance right now, it'is strictly the City's stance. That will be a topic of negotiation in updating the general plan. Item was continued until Thursday night. PUBLIC HEARING - TENTATIVE PARCEL MAP NO. 10837 (Fred L. Jones Trust) Staff report given recommending approval with conditions as shown in the attached resolution. Commissioner Sprague asked when the improvements to the property would be,made. Mr. Movius said the ~mprovements would be required prior to recordation. The Conditional Use Permit would also examine the property and that would give staff another opportunity to require improvements as well. Commissioner Sprague asked if there were any reimbursement to him down the. road when other parcels connect into the sewer line? Ms. Shaw said that it is part of a planned sewer area so that as other people connect to the line, they would pay the PSA fees. That could go to reimburse Mr. Jones if he puts in a portion that is required. Ms. Shaw said that she believes that line is a required portion of the PSA. There were no other Commission comments. Item was continued until ThursdaY night and will be placed on the Consent Agenda. PUBLIC HEARINGS - VESTING TENTATIVE TRACTS 5.a) Vesting Tentative Tract No. 6068 (Porter-Robertson) Staff stated the applicant is requesting a continuance until January 17, 2002. There were no Commission comments. Item was continued until Thursday night. Commissioner Tragish declared a conflict of interest on this item. 5.b) Vestin.q Tentative Tract No. 5968 (SmithTech USA) Staff report given recommending approval with conditions as shown in the attached resOlution. There were no Commission comments. There were no Commission comments. Item was continued until Thursday night. 7. WORKSHOP BY JACK HARDISTY REGARDING FINDINGS IN SUPPORT oF-DECISIONS. This item will be presented on Thursday. COMMUNICATIONS Mr. Movius said that Agenda Item 6 has requested to be placed on the consent agenda on Thursday night and that Item 5b may be also be placed on the consent agenda.. The CommissiOn may have a full consent calender on Thursday night. Mr. Movius said that at the request of Council Member Benhan, the Commission has a memo from him transmitting an article from the LA Times regarded mixed uses. Mr. Movius also said that he will be out of town on Thursday and Mr. Hardisty would be taking his place but wanted the Commission to be aware that the next meeting is a general plan amendment meeting and the Commission might want to have a pre-meeting on the 17th. COMMISSION COMMENTS Commissione~: Sprague asked staff to check into the annual conference that is held in Monterey in the spring so that we may get reservations in time to book a hotel right at the conference center. Mr. Movius said he would contact the Commission to see who would like to attend and would try to reserve the hotel in plenty of time. 10. DISCUSSION AND ACTION REGARDING POSSIBLE CANCELLATION OF THE NEXT PRE- MEETING. This item will be discussed on Thursday. 12.
