Commissioner Sprague asked how secondary access for the Fire Department is
going to be achieved if the road is vacated? Mr. Clausen said that the purpose of
the vacation is to obtain some right-of-way on the eastern side of the overpass of
Coffee Road to repair the slope and in vacating the old superceded Coffee Road,
the city would obtain access easements and public utility easements along that
same alignment, to provide emergency access and other public utility access.
The zoning would stay the same.

Commissioner Sprague asked if staff could identify the well sitesthat are in this
parcel? He wanted to see if there is a well site within the vacated area. Staff said

is. a reciprocal tight of easement from the west on the back road that is going to service the three
properties? Mr, Movius said that the development to the west would provide a connection,
Commissioner Sprague asked staff to check with the water resources department to see if there
is a water availability fee that is to be paid on this parcel?

Commissioner Sprague asked how the sumps will be landscaped, fenced and shielded?
Ms. Shaw stated the sump is to be a regular city sump to meet all city standards.
CommissiOner Gay said that some of the lots back up to a 30-inch gas line and wanted to
know if we required a iblock wall be built? Mr. Movius said that not unless the Fire
Department sees it as a problem and recommends one.

Commissioner Sprague asked if the Commission could require an 8 foot wall instead of a
6 foot wall to compensate for elevated equipment? Ms. Gennero said she has not had an
opportunity to review the Noise study but in her opinion some additional findings would
have to be made stating that a six foot wall was not sufficient.

Commissioner Sprague asked how the city would police the PG&E easement? Mr.
Movius said that the things requiring a building permit would be caught but other things
would be difficult to catch. PG&E, as the easement owner, would have the ability to
remove any items that were placed in the easement or meet with the homeowner to
discuss restrictionson PG&E's property.
Commissioner Sprague asked if the city were excluded as to liability if we approve this? It
would just between the homeowner and PG&E? Ms. Gennaro said she doesn't know if
-the city is ever excluded from liability but they have done their best with putting the
covenant on.

COMMUNICATIONS - Mr. Movius told the Commission they should have received two things in
their packets.i One thing from Mr. Hardisty showing City Council goals and principles and the
other is draft minutes from the joint Urban Development Committee that two Commissioner
attended..
