PUBLIC STATEMENTS 3. CONSENT CALENDAR b. Minutes of the October 8, 2007 Regular meeting. Approval of department payments from September 28, 2007 to October 11,2007 in the amount of $74,949.96. a. Motion by Cohen, seconded by Koman to approve Consent Calendar items 3.a. and 3.b. 4. PUBLIC HEARINGS a. Public Hearing to consider proposal for the Bakersfield Redevelopment Agency to assist in the construction and installation of public facilities for the Millcreek Linear Park and Canal Refurbishment Project. 1. Resolution of the Bakersfield Redevelopment Agency regarding the expenditure of tax increment funds for public improvements inside and outside the old Town Kern - Pioneer Redevelopment Project Area, and approving and authorizing the expenditure of tax increment, as necessary and authorized by the City, for the Millcreek Linear Park and Canal Refurbishment Project, and authorizing the execution of an Agreement with the California Infrastructure and Economic Development Bank for the Millcreek Linear Park and Canal Refurbishment Project. 225 ACTION TAKEN APPROVED AS ORDIZ RAOO6-07 22'6 Bakersfield, California, October 22,2007- Page 2 4. PUBLIC HEARINGS continued Item 4.a. continued Resolution of the Bakersfield Redevelopment Agency regarding the expenditure of tax increment funds for public improvements inside and outside the Southeast Bakersfield Redevelopment Project Area, and approving and authorizing the expenditure of tax increment, as necessary and authorized by the City, for the Millcreek Linear Park and Canal Refurbishment Project. Hearing opened at 4:02 p.m. 2. Hearing closed at 4:02 p.m. EDCD Director Kunz made staff comments. Agency Member Mishoe requested staff provide information regarding debt service and tax increments for the project. Motion by Agency Member Cohen, seconded by Agency Takii, to approve item 4.a.1. Motion by Agency Member Cohen, seconded by Agency Takii, to approve item 4.a.2. 5. REPORTS None. 6. DEFERRED BUSINESS None. 7. NEW BUSINESS a. Resolution of the Bakersfield Redevelopment Agency approving the Relocation Plan for the Mill Creek South Mixed-Use Project. Principal Planner Haynes made staff comments. Agency Member Bentley requested and update on the status of the proposed Federal Courthouse site. EDCD Director Kunz responded. Agency Member Koman requested update regarding replacing/refurbishing fixtures on Chester Ave. EDCD Director Kunz responded. 9. CLOSED SESSION None. 10. WORKSHOP None. 11.
