ROLL CALL Present: Agency Members Cohen, Koman, Mishoe, Ordiz, Takii, Prince Absent: Agency Member Bentley 2. PUBLIC STATEMENTS None. 3. CONSENT CALENDAR a. Minutes of the November 26, 2007 Special meeting. Approval of department payments from November 16, 2007 to November 30, 2007 in the amount of $550,352.76. b. c. Exclusive Negotiation Agreement with Southwest Consulting, Inc. for the development of approximately 3,000 square feet of retail, 7 town homes and 84 affordable senior rental units at 501 19th Street. Motion by Cohen, seconded by Takii, to approve Consent Calendar items 3.a. and 3.b with the removal of Item 3.c. for separate consideration. c. Exclusive Negotiation Agreement with Southwest Consulting, Inc. for the development of approximately 3,000 square feet of retail, 7 town homes and 84 affordable senior rental units at 501 19th Street. PUBLIC HEARINGS ACTION TAKEN a. Public Hearing for the purpose of reviewing the Old Town j Kern-Pioneer Redevelopment and Implementation Plans. EDCD Director Kunz made staff comments and introduced Development Associate Donna Barnes who gave a presentation. Hearing opened at 4:23 p.m. No one spoke. Hearing closed at 4:23 p.m. b. Public Hearing for the purpose of reviewing the Downtown Bakersfield Redevelopment and Implementation Plans. Development Associate Donna Barnes gave a presentation. Hearing opened at 4:29 p.m. No one spoke. Hearing closed at 4:29 p.m. c. Public Hearing for the purpose of reviewing the Southeast J Bakersfield Redevelopment and Implementation Plans. Development Associate Donna Barnes gave a presentation. Hearing opened at 4:34 p.m. Agency Member Mishoe requested information regarding estimated tax increments percentage of growth. EDCD Director Kunz responded. Hearing closed at 4:36 p.m. 5. REPORTS a. Update on redevelopment activities and public improvements for Millcreek. EDCD Director Kunz made a presentation. 6. Bakersfield, California, December 10, 2007- Page 3 AGENCY STATEMENTS Agency Member Koman expressed appreciation for being included in the developer proposal process and for the staff effort involved. Agency Member Cohen thanked EDCD Director Kunz and her staff for a productive year. Agency Chairperson Prince expressed appreciation for his inclusion in the developer proposal process. 9. CLOSED SESSION a. Conference with Legal Counsel - Potential Litigation Closed session pursuant to subdivision (b)(1 )(3)(A) of Government Code section 54956.9. (one case) Motion by Mishoe, seconded by Cohen, to adjourn to Closed Session at 4:54 p.m. Motion by Koman, seconded by Mishoe to adjourn from Closed Session at 5:35 p.m. 9.
