AN EMERGENCY ORDINANCE OF THE COUNCIL OF
THE CITY OF BAKERSFIELD AMENDING SECTION
3.16.120 OF THE MUNICIPAL CODE PROVIDING
FOR THE DESIGNATION OF THE CITY DESIGNATED
REPRESENTATIVE.
WHEREAS, pursuant to the Supplemental Rules and Regulations
to the Employer-Employee Relations Ordinance of the City of Bakersfield,
the City's Designated Representative must schedule meet: and confer
sessions for the purpose of establishing salaries and other benefits
for City employees for fiscal 1975-76; and
WHEREAS, it is the desire of the City Council to retain
a professional person to represent the City in the negotiations
with the unions representing the City employees; and
WHEREAS, the time element for the meet and confer sessions
consistent with the Employer-Employee Relations Ordinance creates an
emergency situation which affects the daily operation of all municipal
departments in that such considerations of annual reviews of salary
and fringe benefits are required by law.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
of Bakersfield as follows:
SECTION 1.
Section 3.16.120 of the Municipal Code of the City of
Bakersfield is amended to read as follows:
3.16.120 City's Designated Representative. The Governmental
Efficiency and Personnel Committee of the Council of the City of
Bakersfield or a representative selected by the Governmental
Efficiency and Personnel Committee with the approval of the City
Council is designated as the representative of the City of Bakers-
field to meet and confer or consult with representatives of employee
or labor organizations or individuals who shall consider, as fully
as possible, such presentations prior to the recon~nendations of
establishing policy or course of action authorized by the City
Charter or Municipal Code.
SECTION 2.
This ordinance is passed as an emergency ordinance and is
to be effective upon adoption by the City Council.

I HEREBY CERTIFY that the foregoing emergency ordinance
was passed and adopted by the Council of the City of Bakersfield
at a regular meeting thereof held on the 21st day of April, 1975,
