A request for an extension of time for a vesting tentative parcel map containing 14 parcels for purposes of commercial office development on 35.62 acres, zoned C-O (Professional and Administrative Office). (Ward 4) 4.2b Approval of Extension of Time of Vesting Tentative Tract Map 6362 (Pinnacle Engineering) located on the south side of McKee Road, east side of Hughes Lane, west of State Highway 99. A request for an extension of time for a vesting tentative tract map containing 167 buildable lots for single family residential purposes on 40.09 acres zoned R-1 (One Family Dwelling). PUBLIC HEARING – EIR Adequacy Hearings 5.1 Panama/Ashe Commercial Project Draft Environmental Impact Report (DEIR) Adequacy Hearing (General Plan Amendment/Zone Change No. 06-1052) (Maurice Etchechury) located at the southwest corner of Panama Lane and Ashe Road in southwest Bakersfield. Receive comments on the adequacy of the Draft Environmental Impact Report (DEIR) for General Plan Amendment and Zone Change No. 06-1052. (Ward 6) RECOMMENDATION: Refer comments to staff for preparation of a Final EIR. Roll Call Vote: 5.2 Canyons Project/GPA/ZC 03-0337/Vesting Tentative Tract 6299 Draft Environmental Impact Report (DEIR) – Adequacy Hearing (Robert Kapral, Canyons, LLC) located in the northeastern portion of the City of Bakersfield south of Hart Memorial Park. The site is bounded by Alfred Harrell Highway to the west, north and east, and the future alignment of Morning Drive to the east. Receive comments on the adequacy of the Draft Environmental Impact Report (DEIR) for General Plan Amendment/Zone Change No. 03-0337/Vesting Tentative Tract Map 6299. (Ward 4) RECOMMENDATION: Approve Roll Call Vote: 7.2 Vesting Tentative Parcel Map 11785 (Delmarter & Deifel) located on the northeast corner of South Union Avenue and East White Lane (2300 South Union Avenue). A proposed tentative subdivision containing two parcels on 7.37 acres for purposes of long-term residential living in a converted motel zoned M-1 (Light Manufacturing). (Ward 1) RECOMMENDATION: Approve Roll Call Vote: 7.3 Vesting Tentative Tract Map 6760 (McIntosh & Associates) located on the north side of State Route 119 (Taft Highway) between Stine Road and Ashe Road. (Negative Declaration on file). A proposed subdivision containing 34 lots, including 33 single family residential lots and one non- buildalble lot on 8.92 acres for purposes of single family development, zoned R-1 (One Family Dwelling) including a request for alternate lot design, and to waiver mineral rights signatures pursuant to BMC 16.20.030 A.1 by providing waivers of right of surface entry. (Multi-Family Dwelling – Planned Unit Development) zone, DI (Drill Island) zone and C-1/P.C.D. (Neighborhood Commercial/Planned Commercial Development) zone, including a request for alternate lot and street design and waiver of mineral rights signatures pursuant to BMC 16.20.060 A.3. A proposed tentative subdivision containing 227, including 219 single family residential lots, 1 sump lot, 3 canal lots and 4 landscape lots on 54.62 acres for purposes of single family development, zoned R-1 (One Family Dwelling) including a request to waive mineral rights signatures pursuant to BMC 16.20.060 A.1. (Ward 5 upon annexation) RECOMMENDATION: Approve Roll Call Vote: 7.9 Zone Change 07-2111 (R.L. Abbott & Associates) generally located north of Panama Lane and west of South Allen Road in the McAllister Ranch Specific Plan Development. (Environmental Impact Report on file). A proposed zone change request at various locations within the McAllister Ranch Specific Plan area to consolidate 15 DI (Drill Island) zoned to 4 DI zones, and to change 14 existing DI zoned to compatible surrounding zoning effecting a total of 70.11 acres. A proposed zone change from a C-1 (Neighborhood Commercial) zone to a C-2/PCD (Regional Commercial/Planned Commercial Development) zone on 13 acres for purposes of commercial development.
