SUBJECT: VICE MAYOR REFERRAL OF PROPOSED ORD~CE Please refer the following proposed ordinance to whichever committee you deem appropriate: 1) 'REIMBURSEMENT OF EXPENSES FOR FIRE AND POLICE RESERVES. Background: This ordinance will allow the Fire Chief and Police Chief, upon a showing of special circumstances or unusual hardship, to reimburse a member of the reserves of the fire and police departments for out- of-pocket expenses related to his or her duties as a reserve. Patterson Sue Whitfield DRAFT ORDINANCE NO. AN ORDINANCE OF THE COUNCIL OF THE CITY OF BAKERSFIELD ADDING SECTION 2.32.100 AND SUBSECTION L. TO SECTION 2.36.020 OF THE BAKERSFIELD MUNICIPAL CODE RELATING TO POLICE AND FIRE RESERVES. BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. Section 2.32.100 is hereby added to the Bakersfield Municipal Code to read as follows: 2.32.100 Reimbursement of expenses. The fire chief may, in his discretion, authorize reimbursement of any person in the reserves for mileage at the standard city rate and other out-of-pocket expenses related to his duties as a member of the reserves upon a showing of special circumstances or unusual hardship warranting such reimbursement. Mileage reimbursement shall be calculated at the standard city rate. SECTION 2. Subsection L. is hereby added to Section 2.36.020 of the Bakersfield Municipal Code to read as follows: 2.36.020 Police reserve. L. The police chief may, in his discretion, authorize the reimbursement of any person in the reserve for mileage at the standard city rate and other out-of-pocket expenses related to his duties as a member of the reserve upon a showing of special circumstances or unusual hardship warranting such reimbursement. Mileage reimbursement shall be calculated at the standard city rate. SECTION 3. Stinson,~Tistant to the City Manager Subject: List of Budget Requests Made By Outside Groups Listed below, for your information, are requests we have received for City funding for F.Y. 1990-91. These requests are in addition to funding we currently provide to groups which we receive direct services from such as the S.P.C.A., the Greater Bakersfield Convention and Visitors Bureau and the Downtown Business Association. Other outside groups which receive support from the City are the Bakersfield Symphony and the Bakersfield Art Foundation. In addition, Several groups have benefitted through the use of Community Development Block Grant funds such as the Boys and Girls Club(last year), Arthritis Association of Kern County, Alliance against family violence and the Bakersfield Senior Center. Aqency Contact Amount Your City Hostess Dottle Hyatt Not Specified This request was made to Dale Hawley and states that they would 'appreciate any amount we could contribute at this time.' Staff does not recommend funding their request at this time but would contact them regarding cooperation by providing informational brochures regarding City services. Arts Council of Kern W.E. Van Loben Sels Not Specified This request is somewhat unclear. It may include funding for a Arts in Public Places project at the City Center Building (estimated cost $7,117). Jake Wager indicates that this project at the City Center is intended to be supported entirely by the building's owner. We have requested a more specific request from the Arts Council. Kern County Soccer Foundation Dr. William Baker $160,000 This request is to complete the four restroom/concession buildings at the Kern County Soccer Facility. Due to financial constraints this request is not recommended for funding at the level of the request. Friendship House Oscar Anthony $15,000 This request is to fund expenses for the summer swim program, summer day camp, Camp Pilgrim Pines, and after school programs at the Friendship house. Staff has expressed concerns re. funding operating expenses for a non-profit group for recreational purposes, specifically re. the operation of a swimming pool. Due to these reasons and fiscal constraints this request is not recommended for funding.
