sUBJECT: TAXICAB RATES
Researching the request for taxicab rate increases in Bakersfield, I have
discovered that the new rates are proposed to cover increased costs in liability
insurance and the desire to provide worker's compensation for taxicab drivers.
Bakersfield taxicab companies belong to the California Automobile As§igned Risk
Plan. By order of the California Insurance Department, rate revisions in
liability insurance in the Assigned Risk Plan increased .an average of 50%
effective April 12, 1992 (for new business) and June 1, 1992 (for renewals).
Currently, taxicab drivers are "independent contractors" for the City's taxicab
companies. As such they are not eligible for worker's compensation from the
State Fund. Local taxicab companies wish to provide worker's compensation for
their drivers. The drivers are in support of this, too. This desire on the part
of the taxicab companies may be due in part to recent San Francisco court action
which found that a taxicab company had to pay workers compensation for a suing
driver because he was considered an "employee" even though an "independent
contractor."
The last taxicab rate raises .in the City occurred in March of 1989, granted
partially because of increased insurance requirements by the City. Fresno's last
changes occurred in January of 1986, and it is reported that the taxicab
companies are "champing at the bit" to get them raised again. Stockton's were
raised in September of 1987. Modesto's rates became effective in December of
1986 and include the following maximums: drop--S2.30 (including first 1/5th
mile); mile'-S1.50; interval--i/5. I was unable to verify when Visalia's last
rate changes occurred.

Ladies and Gentlemen:
As a landowner and business operator in the 1600' Block of 19th
Street, I believe the 90 minute parking is excessive and is now
substantially misused by tenants and employees in the area.
I have discussed with Jake Wager the problem of enticing employees
'into the parking structure, and I believe there should be a volume
discount which is substantial. He tells me that my expectations
are too great. Nevertheless, I believe any employer providing 10
or more parking spaces should be entitled to them at substantially
below the individual rate. The landlord should not have to pay for
all of the employees, but something must be done.to remove the
employees'from the parking areas provided for the shopping public.
There shouldbe substantially more 30 minute parking spaces and the
balance should be'45 minutes, no longer. (This will tend to make
it more difficult to "move" the cars. The employees and landowners
alike park their cars and then move them when it is appropriate.)
I will be happY to participate in any effort to address downtown
parking and police activities on 19th Street.
