A. COST RECOVERY SYSTEM
Staff presented to the Committee a proposal to revise and streamline the current
cost recovery fee calculation process. The proposal would streamline the current
process by reducing the number of overhead rates, fringe benefit rates, and fee
categories. The proposed system would also remove from the ordinance the
established recovery rates and allow for cost-of-living and market sensitivity
adjustments to be considered.

The Committee directed staff to provide them with a representative sample of fees
comparing calculations and revenue impacts utilizing the existing methodology
versus the proposed methodology. Also, the committee chairman requested staff
provide a bdef narrative describing how fees would be prepared with the proposed
methodology.
B. ESTABLISHMENT OF NEW REDEVELOPMENT AREAS
The Economic and Community Development Director gave a presentation to the
Committee regarding alternatives for establishing two new redevelopment project
areas. Alternative (A) involved establishing the two project areas simultaneously or
"parallel," and Alternative (B) was based on establishing the project areas on a
phased or "staggered" basis. Discussion regarding available funding of the
proposed project areas ensued. A representative of the Association of Old Town
Kern spoke in support of establishing the new redevelopment project areas.
Committee member Carson spoke in support of establishing the redevelopment
areas utilizing the parallel approach.
For the January 5, 1998 Committee meeting, staff was directed to prepare general
policy guidelines on how the redevelopment project areas would operate, prepare
a time line for implementation of the new project areas, review the underlying
assumptions included in the presentation and brief the CDD^ on the alternatives.
The Committee requested a meeting in January with a CDDA Ad Hoc Committee
on this issue to receive input. Once the requested information is provided, the
Committee will make an evaluation of the next steps to be taken in this process.

A. 1998 PROPOSED MEETING CALENDAR
The proposed meeting calendar was adopted.
7. ADJOURNMENT

RECOMMENDATION
We recommend the following to retrofit and restore the bridge to meet current
Caltrans standards and to minimize future maintenance cost.
· Seismic Retrofit
Remove the "inn" sign above the west tower (Photograph 3). This
sign is visually obstructed by the trees adjacent to the tower. The
sign is likely not properly anchored to the tower. It is hazardous in
the event of an earthquake.
2 Remove the stairway at the west tower. Since the east end of the
bridge is blocked off (Photograph 7), access to the bridge deck is
not required. The bridge is no longer used as a pedestrian
overcrossing. Removal of the stairway also helps minimize
vandalism to the bridge and reduce maintenance cost in the long
run.
Remove the severely deteriorated bridge deck (light weight
concrete and metal decking). The deck has deteriorated beyond
repair. Several broken and loose pieces are hazardous to the
motorists and pedestrians below (Photographs 8 and 9).
4 Add new angle X braces to provide lateral support for the top
chords of the bridge trusses after the deck is removed. Refer to
Typical Bridge Section in the Appendix.
s Pour a new concrete footing adjacent to the existing pile cap at
the west tower. Properly dowel the new footing to the existing.
Refer to West Tower Foundation Plan in the Appendix.
S Add new concrete shear walls at the first floor level of the west
tower.
7Add a new concrete shear wall infill at the east abutment. Refer
to East Abutment in the Appendix.
· Bridge Maintenance and Repair
Remove all plywood and metal panels at the underside (soffit) of
the bridge. Refer to Typical Bridge Section in the Appendix.

bridge. Save and reuse.

4 Clean and sand blast the existing structural steel members to
remove rust and expose bare metal. Replace severely corroded
members with new equivalent ones as required. Paint the
members to meet current Caltrans standards.
s Install and paint new galvanized vertical siding (outside face only)
to match the color and texture of the original.
s Remount the letter signs on both faces. Repair or replace wiring
as needed.
COST ESTIMATES
We estimated the cost to perform the seismic retrofit and restore the bridge
structure is approximately $ 70,000. The cost of engineering and field
supervision is estimated to be $ 20,000. Refer to Cost Estimate in the Appendix.
Complete removal of the bridge would cost approximately $ 31,000.
SUMMARY
· The BaKersfield pedestrian overcrossing is inferior in its seismic resistance. The
overcrossing has been poorly maintained. The decking and siding have been
subjected to severe deterioration and corrosion. The main structural members
appeared in fair condition. The bridge can-be feasibly strengthened and restored
to present Caltrans and Uniform Building Code standards. Cost estimates are
included above.
