BUDGET AND FINANCE COMMITTEE

City Manager's Conference Room.
1. State Mandated Fire Inspections (Steve Johnson)
(Wendy Wayne met with the Committee and indicated that after meeting with the
Fire Chief and John Stinson that a compromise had been worked out which was
agreeable to the Child Care Providers. It is proposed that the inspections be done
on a bi-annual basis with self-inspection by the child care provider each year between
the Fire DePartment inspections. The Fire Department will develop the self-
inspection checklist and provide training for providers. It was also recommended
that civilian personnel do the inspections and the billing be done in half-hour
increments (each inspection takes about 30 min.) to farther reduce the costs to
providers.)
2. Community Development Block Grant Amendment/Clinica Sierra Vista
(George Gonzales)
(Steve Schilling of Clinica Sierra Vista met with Committee and presented the
proposal for the proposed health clinic on Lakeview Avenue. Mr. Schilling
presented an overview of the financial aspects of the project and disCUssed impacts
of moving their existing clinic on Baker St. to the Lakeview site. Materials distributed
by Mr. Schilling are included with this report. The committee expressed support for
the clinic project as well as proposed curb and gutter improvements at Tulare Street.
The Committee will bring a final committee report back to the City Council for the
September 16 meeting.)
3. State Budget Update (John Stinson)
(Alan Tandy gave a brief overview of the' recent state budget developments. He
indicated that he will be meeting with department heads to review possible budget
reductions as well as updating revenue figures. Alan will be bringing back more
'complete information at the meeting scheduled for September 11. It is anticipated
that a preliminary status report can be made to the C6uncil at the September 16
meeting.)

(A brief overview of preliminary year-end revenues and expenditures was presented
. by John Stinson.)
5. Parking Rate Update (John Stinson)
(John Stinson reported that in response to the Council referral to review parking
rates during the review of the '92-93 budget the Economic Development Division
would be conducting a public hearing September 30 for an proposed change in
parking rates at the City Parking Structure. The Department is proposing a flat $25
per month amount instead of the current tiered rate method.)
