Stinson / -' Daniel Kan~ AGENDA SUMMARY REPORT BUDGET AND FINANCE COMMITTEE Monday, March 29, 1993 12:00 noon City. Manager's Conference Room 1. County. Landfill Gate Fees (Paul Dow/Joel Heinrichs) Staff discussed the potential negative impacts of the County implementing gate fees on commercial businesses with the Committee. Alan Tandy discussed previous conversations with Joel Heinrichs of the County regarding options to lessen the impacts to the City. Alan expressed concerns about illegal dumping in the City by unincorporated area residents and businesses because universal refuse collection is not being implemented. Options discussed by Alan and Joel included discounted gate fees for City Commercial Service, adopting a specific schedule for the 'implementation of universal collection, and a possible joint powers authority which could include county islands and adjacent unincorporated areas in universal collection like other City areas. Joel Heinrichs met with the Committee and expressed the County's concerns regarding implementing universal collection and acknowledged the City's legitimate concerns regarding illegal dumping. The Committee made it clear that the implementation of gate fees without a significant move to universal collection by the County was unacceptable to the City. The Committee directed staff to continue to work with the County and to come back with a proposal to address this issue. The County has scheduled a public hearing on the gate fee issue for April 27 at 2:00 p.m. Budget and Finance will meet again .on April 21 to discuss this matter further.. 2. ProjeCt Clean Air Staff made a brief presentation on this matter regarding membership and past contributions ($15,000) to Project Clean Air. The City will have its name on their letterhead and City membership will be at an individual rather than organizational level. A memo is attached for further information. 3.
