City Manager's Conference Room
1. Ambulance Rates
The Committee met with representatives of Hall and Golden Empire Ambulance
Companies regarding rates. A Committee Report will be prepared for the February
17 Council meeting recommending a 6% rate increase in the amount "collectable"
by the ambulance providers, or about 15% billable increase over last year's rates.
Included with the ambulance providers rate justification materials is a response from
Medicare regarding the Inflation Indexed Charge (IIC) as requested~ by
Councilmember Brunni. -
2. Defibrillation Program
Fire Chief Steve Johnson made a presentation regarding the continuation of the
defibrillation program. The Committee also met with Dr. Barnes and Russ Blind
from Kern County EMS. Staffwill review further and bring back to the Committee.
Concerns were expressed about expanding services if we are cutting back in Other
areas due to budget constraints.
3. Gleaners Housing Project at 231 Quantico
Planing Director Jack Hardisty reviewed the costs associated with the Building
Permit and Transportation Impact Fees. The Committee referred this back' to staff
to review options for assistance from Community Development Block Grant Funds.
4. Bid Process Involving Local Firms
Staff distributed a memo explaining the issue Of preference for local bidders which
'will be forwarded to the entire City Council. The memo basically confirms past legal
opinions which require the City to accept the low bidder and preventing any local
preferences for bidders other than the credit of 1% for sales tax. Information
regarding the County's interpretation of this matter is also included.
