BUSINESS ITEMS A. Consistent Development Standards - Joint Agenda Item 1. Strategic Planning for Future Fire Station Locations in Northwest Bakersfield City Development Services Director Jack Hardisty made staff comments City Fire Chief Ron Fraze made a presentation and provided handouts. Councilmember Carson requested Councilmembers be provided a copy of recommended revisions in the JPA. County Fire Chief Dennis Thompson made staff comments. Councilmember Maggard requested the fire chiefs report back to both boards if they determine there is a tdgger related to population growth and building new stations. A. Consistent Development Standards - Joint Agenda Item 2. Sewer Service Policy Update City Public Works Director Raul Rojas made staff comments. Dave Pdce, Kern County Director of Resource Management Agency made staff comments. Councilmember Carson requested information regarding availability of maps showing sewer systems in County Islands and availability of CDGB funding to assist in defraying the cost of hooking up to sewers. Vice. Mayor requested staff report on feesibility of extending the time line for payment on sewer agreements. Stuart Baugher made comments regarding annexation and sewer connections. Medians, Landscape Maintenance, Deceleration Turn Lanes Jack LaRoche#e, City Assistant Public Works DirectOr and Craig Pope, Kern County Road Commissioner provided information and made comments. Stuart Baugher made comments regarding water requirements for maintenance of landscape medians. Councilmember Sullivan requested staff Investigate utilizing drip systems to water medians and report back to respective boards. B. Transportation Sales Tax (½ cent) Update - Joint Agenda Item City Public Works Director Raul Rojas and Dave Price, Director of Kern County Resource Management Agency and Craig Pope, Kern County Road Commissioner made staff comments. Supervisor Maben .requested City and County staffs confer and determine a final list of preposed projects. Councilmember Maggard requested clarification of lane mile designation and urged City and County to present and endorse a unified position regarding use of funds. Supervisor Watson expressed disappointment regarding the private sector sponsor's lack of cooperation with local governments in formulating a project list for road repair/maintenance and encouraged cooperation of the City and County in presenting a united position. Vice-Mayor Couch encouraged the County to implement transportation impact fees on new development in outlying communities. Supervisor McQuiston requested staff' analyze allocation lists to confirm the correct formula is used. ~ Bakersfield, California, September 27, 2004 - Page 4 ACTION TAKEN 6. BUSINESS ITEMS continued Item 6.B. continued Motion by Supervisor Parra, seconded by Patrick, PARRA.PATRICK directing staff detarmine appropriate Input from the ALL AYES County regarding maintanance, new projects, and non- asphalt projects included on the project list to the Kern Transportation Agency and recommend County action; agencies to review the list and address it at the next joint meeting; additionally proactively pursue education on the subject. Motion by .Councilmember Couch, directing staff ALL AYES determine appropriate Input from the City regarding AB SALVAGGIO maintenance, new projects, and non-asphalt projects included on the project list to the Kern Transportation Agency; agencies to review list at next joint meeting and recommend City action; additionally proactlvely pursue education on the subject. C. Air Pollution Reduction by Railroads Update - Joint Agenda Item Dave Price, Kern County Director Resource Management Agency and City Development Services Director Jack Hardisty made staff comments. Councilmember Maggard requested City and County staffs formulate a Resolution addressing mitigation of railroad dust, idling times and engines which could be jointly adopted by both bodies and presented to the San Joaquin Valley Air Pollution Quality Control Board. D. Status Report on South Beltway - City Agenda Item Ted James, Kern County Planning Director, City Development Services Director Jack Hardisty and City Public Works Director Raul Rojas presented an update and made staff.comments. E. Standardization of Animal Control Policies - Joint Agenda Item Dave Price~ Kern County Director of Resource Management Agency, Steve McCalley, Kern County Director of Environmental Health Services, and Bakersfield Police Captain Kevin Stokes made staff comments. Supervisor Watson requested staff look into reforming aspects of animal control, specifically joint licensing, higher penalties and enforcement. Proposed 2005 Schedule for Joint Meetings - Joint Motion by Supervisor Patrick, seconded by Parra, to PA TRICK-PARRA approve as meeting dates for next year's Joint City ALL AYES Council/County Board of Supervisors, February 28 and AB SAL VAGGIO September 19, 2005. 7. CLOSING COMMENTS BY COUNCIL AND BOARD MEMBERS Councilmember Sullivan expressed appreciation for the cooperative spirit shown between the County and City. Supervisor Watson stated he was pleased with the level of cooperation in delineating standards demonstrated between the City and County. Councilmember Maggard expressed pleasure at the collaborative progress between the City Council and Board of Supervisors; thanked Supervisor Parra for his service to the community and Supervisors Patrick and Maben for leadership shown at the recent Lafco meeting. Supervisor Patrick thanked the Council and Board for a productive joint session. Councilmember Benham stated she looks forward to building on the progress made in the future and thank Supervisor Parra for his dedication to public service. Vice-Mayor Couch expressed appreciation for the Supervisors efforts and hospitality. Supervisor Parra thanked everyone at the meeting. Councilmember Carson noted the joint meeting was very positive and thanked Supervisor Parra for his service. Supervisor Maben commended City and County staff for their professionalism. Councilmember Hanson expressed anticipation regarding the revised JPA and for the positive tone of the meeting. 8. CLOSING COMMENTS BY MAYOR HARVEY L. HALL Mayor Hall stated the quality of leadership in the community is outstanding; complimented City and County department heads and commented on the legacy left by Supervisor Parra. CLOSING COMMENTS BY CHAIRMAN JON McQUlSTON Chairman McQuistion thanked City and County staffs for the effort put forth in the evening's meeting and encouraged on-going cooperation. 10.
