Dear Pastor Vietti:
As a community, Bakersfield has always been supportive of those who have fallen on
hard times or were in need. In fact, Bakersfield's Ail-America City Award in 1990 was
based in part upon efforts of volunteers from the Golden Empire Gleaners who gleaned "
food from the fields and provided it to those in nccd. We agree that providing food for
those in need is a worthy cause.
The Homeless Center was built because the community was aware of the need to
provide a day center and night shelter for the homeless in Bakersfield. And it was built,
in large part, through donations of land, time and money from Bakersfield businesses
and citizens in addition to federal, state, and city Community Development Block Grant
funding. Technical assistance for this project was provided by the City's Economic and
Community Development Department, and a portion of this year's Emergency Shelter
Grant funds have been awarded to the operation of a part-time medical clinic.
Providing parks and recreational areas for Bakersfield residents is a task of City
government. Ensudng the safety of those who utilize the parks is also a City of
Bakersfield function. We are concerned for the safety of all our citizens.
Central Park has an added benefit of having both a senior center and a museum which
draws people to it. This includes elementary school children and their teachers who visit
the Bakersfield Museum of Art and the Central Park area on a regular basis as well as
senior citizens who regularly visit the Bakersfield Community House. Safety for all those
visiting the park is paramount.
From reports that the City of Bakersfield has received, the feeding program you have
established in Central Park is affecting the safety of those outside your program. We
have received verbal and wdtten reports from individuals, businesses and non-profits in
and around Central Park on incidences where their customers were verbally assaulted,
panhandled, flashed, intimidated, and otherwise accosted in Central Park by the
individuals you are feeding at noon. City staff have also documented that a female staff

member was threatened with a stab in the back if she did not stop using her power
blower in the Camellia Gardens, an incident which occurred at 1:00 p.m. on October 19.
The City does not own or operate a transit system, nor does it have access to buses
which it could give to you to provide transportation from Central Park to your church.
Neither does it have buildings within a 1/2-mile radius (as you requested) which would
provide your outreach program a place to feed the homeless. With research, City staff
members were able to provide your representatives after the Intergovernmental Relations
Committee meeting on October 12 with information on grants that might be available to
you for such purposes if you wished to. apply for them. Given the known generosity of
our local area, numerous avenues may be available to you to obtain transportation or
a building from the Bakersfield community itself, either through the generosity of its *'
citizens or other organized non-profit or private sector donations.
We appreciate the fact that your march on November 2 was well organized and ordedy
and that you voluntarily moved your program to the northeast side of the park as an
interim and possible permanent solution. Please be assured that the City will continue
to work toward providing fair and equitable solutions to problems with City park usage.
We wish you well as you endeavor to find non-profit, church, or pdvate sector funding
with which to solve your transportation and/or feeding dilemmas with your feeding
program.

Dear Supervisors Shell and Peterson: -
It was our understanding from our Intergovernmental Relations Committee meeting of
March 23, 1995, that Kern County agreed to conduct some test areas for universal
garbage collection. The City has been asking you, due to illegal dumping concerns, to
require mandatory collection in the metropolitan Bakersfield area. That request has been
active for many years. We thought, at the meeting in March, that you had agreed to test
some areas. It is our belief that such tests are not yet underway.
This is an extremely important issue. Please let us know what action you are planning.
