ROLL CALL .Called to order at 12:23 p.m. Present: Councilmember Irma Carson, Chair (seated at 12:39 p.m.) Councilmember Jeff Green, acting chair Councilmember Jacquie Sullivan 2. ADOPTION OF AUGUST 22, 2000 AGENDA SUMMARY REPORT (This item was moved to the end of the agenda.) Adopted as submitted. Committee members Carson and Sullivan: ayes. Committee member Green abstained as he had not attended the August 22"d meeting. 3. PUBLIC STATEMENTS The Committee welcomed Councilmember-Elect Hanson who was observing the meeting. 4. DEFERRED BUSINESS A. Discussion and Committee recommendation*to prioritize agenda items for future Joint City Council/Board of Supervisors meetings 1. Capital Improvement Plan for the Transportation Impact Fees This item is currently being reviewed by the Urban Development Committee who will be forwarding a recommendation to the Council. The Urban Development Committee suggested that this could be adopted at the joint City/County meeting as it requires adoption by both the City Council and the Board of Supervisors. The Committee recommended the adoption of the Capital Improvement Plan for the Transportation Impact Fees be placed on the joint City/County meeting agenda. (This item is time sensitive and must be adopted by the City Council and the Board of Supervisors before the end of December 2000). City of Bakersfield Appointments to the Metropolitan Bakersfield Tree Advisory Ad Hoc, Committee At the October 11th City Council meeting, the Council adopted the formation of an Ad Hoc Tree Advisory Committee. The administrative report included a recommendation that the City and County appointments could be made at the joint City/County meeting. The City has two appointments. One appointment is to be a certified arborist or landscape architect and the other a representative from the development industry. Staff has prepared a list of possible appointees for consideration by the Vice-Mayor, who will be making the appointments. The Committee recommended that appointments to the Metropolitan Bakersfield Tree Advisory Ad Hoc Committee be place on the next joint City/County meeting agenda. 3. Update on the URS'Greiner Study presentation The URS Greiner traffic systems study is under way. There are about 20'options under consideration at this point. Jack LaRochelle stated that.he and Kern County Roads Director Craig Pope would like to make a presentation on the options at the joint.City/County meeting. Staff recommended that the project manager from URS Greiner also be there to answer questions. This presentation would be one of many updates provided-by staff. As the Greiner study proceeds, options will be reviewed for fatal flaws and traffic projections applied to the models to determine the feasibility of each option. The Committee recommended the URS Greiner traffic systems studypresentation by City and County staff.be included on the joint City/County meeting agenda. 5. NEW BUSINESS 1. Update on Graffiti Abatement Program in County Areas At the last joint meeting it was discussed that graffiti abatement enforcement and prosecution could be enhanced. City and County staff met with the County District Attorney's office staff to coordinate efforts regarding arrests and prosecutions. The County is in the process of addressing staffing impacts to enhance their graffiti abatement efforts. The 'Committee approved placing an update on Graffiti Abatement Program in County Areas on the joint meeting agenda with a short report by City and County staff on their upcoming meeting regarding graffiti issues to be held on November 17th. 6. /~DJOURNMENT The meeting adjourned at 12:51 p.m. Attendance: Councilmember-Elect Harold.Hanson; City Manager Alan Tandy, Assistant City Manager John W.
