A. Discussion and Committee recommendation to prioritize agenda items for
future Joint City Council/Board of Supervisors meeting
The Joint City/County meeting will be on Monday, March 31st from 5:30 p.m. to
8:30 p.m. The City will be hosting.
a. Air QUality (City)
This was a referral from Councilmember Maggard at the last joint meeting.
Fleet Superintendent Ernie Medina reported on the City's alternate fuel vehicle
program using grant monies from the State to off-set the extra cost of the
vehicles. Currently they have a grant from the Air-Pollution Control District for
$256,000 toward the purchase of alternate fuel vehicles. The facility at the
Corporation Yard to fuel CNG and LNG vehicles is in the process of being built.

Assistant City Manager John Stinson spoke about working with other cities,
primarily the City of Fresno, on an issue called Operation Clean Air. This is an
effort to get all the Valley cities, counties and private sector groups to work
together to identify clean-air needs and put together a package for lobbying the
Federal Government for funding.
City Clerk Para McCarthy stated the County suggested wording for this item:
Cooperative Efforts on Improving Air Quality (City/County). Unless otherwise
directed, discussion/action will be put on all items.
b. Bulky Waste Collection in Metro Bakersfield (County)
The County requested this item be put on the agenda due to the problem of
illegal dumping. Larry Moxley, County Refuse, explained the Board has asked
their staff to develop a program for house-to-house pickup of bulky items in the
unincorporated area. There would be a universal charge to all users to pay for
this service and a limited number of items per household.
Pam McCarthy explained this is a County presentation.
c. Report on West Side Parkway and Mohawk Improvements (City)
Assistant City Manager Alan Christensen explained the City is acquiring
property and will be starting work on Mohawk in a couple of years. Public
Works staff will make a short presentation on plans and how it will look.
d. Status Report on Meadows Field Airport Terminal Project (County)
Ray Bishop, Kern County Airports Director, will give a visual presentation.
e. Report on Ethics (City/County)
This item was a referral by Councilmember Carson at the last joint meeting.
She directed staff to defer this item to another meeting or perhaps do a
workshop for City commissions and boards.
f. Budget Update/Impacts (City/County)
Assistant City Manager Alan Christensen suggested a short report on the
budget at the. State level and the impact on local government of the Governor's
proposed budget cuts.

g. Committee Recommended Items
The Committee decided to put this on as Suggested Future Items for Joint
Meeting Scheduled in September.
The Committee agreed to submit the following items for the Joint City/County
meeting on March 31:
a. Cooperative Efforts on Improving Air Quality (City/County) - 20 minutes.
b. Bulky Waste Collection in Metro Bakersfield (County) - 15 minutes
c. Report on West Side Parkway and Mohawk Improvements (City) - 15 minutes.
d. Report on Meadows Field Airport Terminal Project (County) - 15 minutes
e. Update on Impacts of Governor's Proposed State Budget Cuts (City)
- 5 minutes
f. Suggested future items for joint meeting scheduled in September 1. Report on South Beltway
2. Ambulance Certificate of Public Necessity
3. Dairy Buffers
As the County may have other items, the Committee requested City Clerk Pam
McCarthy to work with County staff to finalize an agenda.
Pam McCarthy explained the County will be eating before coming to City Hall as
they thought it would be time-saving and simpler for staff. Dinner will be provided
for the Council at City Hall.

The meeting adjourned at 1:15 p.m.
