Discussion and Committee recommendation to prioritize agenda items for future Joint City Council/Board of Supervisers meeting Committee Chair Carson clarified this meeting was scheduled to prioritize agenda items for the JOint City/County meeting to be held at City Hall on Monday, February 28th at 5:30 p.m. As the City is hosting at City Hall, Committee Chair Carson reqUested City Clerk Pam McCarthy to coordinate the meeting and contact the Board of Supervisors and County staff to see if they would like to join the City Council and City staff for dinner. Report on possible changes to the Fire Joint Powers Agreement between the City and Kern County Deputy Fire Chief Kirk Blair reported County and City staffs have met several times to update the language in the agreement document. Committee Chair Carson recommended this item be put on the agenda as a joint item with presentations from both the County and City Fire Chiefs and allow at least 15 minutes. b. Siting of a Metropolitan Bakersfield Solid Waste Transfer Station Public Works Director Raul Rojas explained this is a proposed future transfer station for trash. Instead of the refuse trucks hauling directly to the landfill, the trucks go to the transfer station where the trash is compacted and hauled in a semi-truck to the landfill. This transfer would cut down on the trips~ time, fuel, air 'pollution and traffic. The County Solid Waste Advisory Committee has been exploring how a transfer station could be accomplished jointly by the County, City and private haulers. There may be Federal grant funding available from the Congestion Mitigation Air Quality (CMAQ) program. County Waste Management Director Daphne Harley and Solid Waste Director Kevin Barnes will be making an informational presentation. Committee Chair Carson recommended this item be placed on the agenda as a joint item and suggested allowing 30 to 45 minutes for the presentations and questions. c. Report on status of the Kern County Citizens for Quality Transportation and a proposal for ~,4 cent sales tax for transportation Public Works Director Raul Rojas reported City and County staff have had meetings with the Kern County Citizens for Quality Transportation (KCCQT) and suggested he and County Resource Agency Director Dave Price make a presentation. Committee Member Maggard recommended this be put on the agenda as an action item and requested staff to invite Roger Mclntosh from KCCQT to join staff during the presentation. City Manager Alan Tandy suggested a resolution showing City and County support for all parties to work'together to develop a program for a Local Transportation Ballot Measure. Report on South Beltway Alignment Public Works Director Raul Rojas explained at this point in time this is a County item and suggested this be put on as*an update by County staff. e. Other Committee recommendations City Clerk Pam McCarthy stated the County had contacted her regarding an item they ,would like to put on the Joint City/County agenda: Impact of Bulky Waste Collection Program on Illegal DUmping. This would be a County staff presentation by Waste Management Director Daphne Harley. Committee Chair Carson suggested this item be placed on the agenda as Item C. under Item B. Metropolitan Bakersfield Transfer Station as both issues deal with solid waste. Committee Member Maggard made a motion to prioritize and submit the following agenda items to the County for the Joint City Council/Board of Supervisors meeting: A. Report on changes to Fire Joint Powers Agreement (Joint Agenda Item) B. Presentation on Siting of a Metropolitan Bakersfield Transfer Station (Joint Agenda Item) C. Presentation on Impact of Bulky Waste Collection Program on Illegal Dumping (County Agenda Item) D. We recognize this is a work in progress and can provide more information as needed. CASA LOMA PARK ,4ugust 10, 2005 I. Location and surrounding area: Casa Loma Park is a 9.4 acre park located on Casa Loma Road just east of Union Road. Across Casa Loma Road to the north is a county residential neighborhood. The remaining three sides of the park are in the city limits. To the west i~s an industrial use on M-1 and M-2 zoning. To the south is vacant land zoned M-l, but because ora no-fly layer, development would be very limited. To the east is Casa Loma Elementary School. II. Overall condition: Casa Loma Park contains a new playground, two shelters, a restroom with four individual doors, a lighted softball diamond, and a basketball court. The irrigation system works, but is verY old and will need replaced soon. Various trees have not been trimmed for several years. The restrooms need to be improved or rePlaced. The ball diamond is in fairly good shape, but the fence is in need. of repair or replacement. The basketball court is in poor condition with the county budgeting $150,000 CDBG dollars to demolish and move it closer to Casa Loma Road. Security and ball diamond lighting will need to be upgraded.' Both shelter houses are termite infested and need replaced. Currently, there are no sidewalks within or around the park. III. Estimated repairs/costs The county spends about $65,000 annually in maintenance costs. Staff recommends that the city's costs would be about $80,000 annually. City staff estimates the fbllowing is needed to bring it up to city park standards: Baseball diamond lights *includes changing lamps to more efficient lights and repairs to the electrical panels. $30,000 Irrigation standardized: $20,000 ' Replace security lighting: $52,000 Shelter house reconstruction (2) $27,000 'Replace picnic tables and BBQ slabs: $24,000 Create a sidewalk on three sides of the park: $28,500 Replace restroom building: $150,000 Park tree trimming, removals and new plantings: $20,000 Turf renovation: $ 4,500 Total estimated repair costs: $356,000 V.. Other city parks nearby Wayside Park is one mile west of Casa Loma Park. It includes reservable picnic areas, a new spraypark, playground areas and a softball/youth baseball diamond. Union Road and the railroad tracks serve as a barrier between the two parks, thus serving.two different neighborhoods. IV. Additional county parks that are bordered by city property: Kern Delta Park: located at McKee Road and Freeway 99, is bounded on the north by the city. Belle Terrace Park: located off Belle Terrace Ave., east of Union Avenue with south border recently annexed into the city. Heritage Park: located at Bernard Street and Mt. Vernon Avenue, is bounded on the east by the city. College Park: located at Panorama Drive and Mr. Vernon Avenue is surrounded by the city on all sides. Panorama Park: located along Panorama Road on the bluffs is fully bounded by the city. County Metro Park, Stramler Park: located on Chester Avenue, south of the Kern River is surrounded by the city. Hart Metnorial Park, Lake Ming, Kern County Soccer Park: located off Alfred Harrell highway, all are bordered to the south by the city. .') VI. County Park Transfers: In 1990, the county transferred three parks to North of the River Recreation and Parks District. Those three parks were: Standard (15 acres), Sears (3 acres), and McCray (2 acres). The county provided a one- time .amount of $90,000 with this transfer of land. VII. Sources of funding: Casa Loma Park does not fall into a maintenance district, so general fund dollars would have to be used for repairs and maintenance. The location does quality tbr CDBG funding and Proposition 40 funding. The county has submitted a request for $150,000 of CDBG funding to remove and relocate the basketball court closer to the road which is currently in the Environmental Review stage. Vlll. Staff Recommendation: City Recreation and Park staff does not recommend taking over the maintenance of Casa Loma Park due to the cost of repairs, long term maintenance and vandalism in the park. It' however, we were to maintain it, we.would recommend removing the lights on the ball diamond altogether, and converting the softball field into a soccer field. The other repairs mentioned would have to be made including tree trimming, restrooms, shelters, security lighting and ..~ irrigation. Utilities (water/sewer, electricity, trash) $20,500 *New playground installed in 2004 at a cost of approximately $150,000. *New restroom installed in 1999 at a cost of approximately $200,000. *New basketball court to be developed in 2005/06 fiscal year through CDBG funding. Date Environmental Assessment/ Initial Study Commenced: July 1, 2005 D. ..Proiect/Activity Address/Location: Casa Loma Park on casa Loma Drive between Union Avenue and Madison Street, Bakersfield, CA 93307. Comprehensive Proiect/Activity Description (General Nature of Project, Environmental Setting of Project, Physical Extent of Project, Phasing of Project, Purpose of Project, HUD National Objective Compliance, and Estimated Project/Activity Cost-). General Nature/Physical Extent of Project/Purpose: The existing basketball court at Casa Loma Park is twenty-five years old and is in extremely poor condition. The surface has deteriorated and safety has'become a concern for users of the facility. As part of the County of Kern's ongoing program to replace unsafe equipment and facilities; this project will accomplish that objective. The basketball court will be removed and a new baSketball court Will be constructed in its place. Improvements will include basketball poles, backboards, hoops, nets, and benches; landscape irrigation equipment will also be modified and the area reseeded. The new court will be handicapped accessible to meet Americans with Disabilities Act (ADA) requirements. The General Services Division of the County Administrative Office will implement the project. Environmental Setting/Physical Extent of the Activity: .General: Casa Loma Park is located in southeastern urbaniZed Metropolitan Bakersfield, approximately.. one quarter mile east of South Union Avenue (see attached map). Although the park is located within the city limits of the City of Bakersfield, the surrounding neighborhoods in unincorporated Metro Bakersfield make up a large part of its service area. This nine acre neighborhood park contains barbecues, shade trees, picnic tables, ball field, basketball slab and a playground. The park and immediately surrounding neighborhood terrain is flat and there are no unusual or unique features that characterize the area. The park is located adjacent to a mixed single-, multiple-family residential neighbOrhood to the north, with many lots containing limited agricultural/livestock uses. There is vacant land lying to the south used as a buffer for the Bakersfield' Municipal Airport located to the south of Watts Street. To the west are mixed commercial/industrial land uses including trucking, auto wrecking, and light manufactu.ring busi..n.e~ses. Casa .l_oma School is located to the east of the park. The project site is located outside the l00-Year Floodplain (Zone C - Flood Insurance Rate Map #060075-1020B, effective 9/29/86) and flood insurance will not be required for this project. Bioloqical Resources: The project area is located within the boundaries of the Metropolitan Bakersfield Habitat -2- Conservation Plan (MBHCP - P~)rtion of the northwest ¼ of Section 8, T30S R28E, Mount Diablo Baseline & Meridian, MDB&M.) However, because the MBHCP Ordinance does not require an urban development permit for the proposed project, the project is exempt from the MBHCP requirements (Source: Metropolitan Bakersfield Habitat Conservation Plan,' August, 1993 and Ordinance No. G-5998, Section 2, 17.62.030 (B)(6) - Local public projects less than ten (10) acres in size undertaken for strictly public pu~p0ses and incidental to urban growth). Notwithstanding, the State Department of Fish and Game and the U.S, Fish and Wildlife . Services will be consulted concerning the impaCt of this. park improvement project on biological resources. Estimated. Cost/Phasing of Project: County CDBG funding in the amount of $150,000 will be used for design and -construction of the park improvements, and for County staff costs associated with implementation of this project. The design and installatiOn of the park improvements are to be completed in one (1) 3hase. Construction is anticipated to be completed by the end of the fourth quarter of 2005. HUD National Objective Compliance: This project is eligible for CDBG funding pursuant to 24 CFR Part 570, Subpart C, Section 570.201 (c) - Public Facilities. The 2000 U.S. Census data for the park service area, is summarized in Kern County Census Tract: 25.00, Block Groups 2 and 5 and City of Bakersfield Census Tract: 25.00, Block Group 3. Total population numbers indicate that there are approximately 4,135 · persons living in the park service area. Approximately 74.0% of the residents living '~ within the park service area have Iow and moderate incomes. [24.
