INTERGOVERNMENTAL RELATIONS COMMITTEE MEETING
CITY/COUNTY
Wednesday, October 4, 1989

Basement Conference Room
1. Light rail transportation update (Dale Mills)
There will be a meeting at 2:00 p.m. today, Dale will make comments at next meeting.
2. Allen Road Projects (Dale Mills)
Project will not be completed until Feb. or March. County would like three way stop at
Stockdale & Allen Rd. City will be installing and will provide 'news release to Bakersfield
Californian.
3. Bingo Ordinance (Geary Taylor)
Sheriff has agreed to bring County Ordinance in line with City Ordinance. It will take
effect January 1st.
4. 2010 General Plan update (Jack Hardisty)
Jack gave an update of General Plan progress. There was discussion about the Oceanic
request re. an 8 square mile area in SW. Concern was expressed about the Bakersfield
Californian editorial re. City/County cooperation and perceived lack of vision. Several
comments were made that the G.P. is a framework to do other more specific and
progressive planning in the future.
5. Santa Fe Railroad piggyback service (Dale Hawley)
Dale Hawley distributed the letter he is planning to send to Santa Fe. Comments were
made regarding the lack of cooperation by Santa Fe. They are still planning on
eliminating the piggyback service as of January 1990. Dale will send letter.
6. Downtown parking (Steve Ladd)
Steve Ladd mentioned a perception by County employees that the City was reducing
parking in the downtown area. He cited more limited time parking zones, increased
parking enforcement and parking fees ($1.00) at the Civic Auditorium. Dale indicated
that parking would be free at the Civic for Jurors and the public with business at the
courts when the lots are not leased for events at the Civic. He also pointed out that
much of the new limited time parking was at the request of businesses. Steve Ladd
explained that the immediate parking problem would be less when the lot behind the
Courts building is completed in November (they would gain approx. 100 places). Geary
Taylor mentioned that we might be working against ourselves by making it easier to park
vs. promoting ridesharing or alternative transportation to meet air quality goals. He also
mentioned that he hoped the City would follow the County lead in providing a $20 a
month cash incentive to employees that rideshare or use alternative transportation.
7. Ambulance Ordinance (rates)*
This Item was deferred until the Budget and Finance Department meets, The County
representatives may have a joint meeting with that Committee. Staff will discuss and
make a recommendation.
8. EPA lawsuit update (Bernard Barmann)
County Counsel gave a brief update on the Lawsuit with Citizens for a Healthy
Environment and Sierra Club against the EPA. He mentioned a meeting with all parties
on September 20th. He mentioned that CARB had no figures for emissions for railroad
diesels traveling up the valley or for trucks (which are estimated to make up 30-32% of
the mobile emission sources). The County has filed its compliance work plan with the
State as required by the California Clean Air Act (which is stricter than Federal
standards).
9. Set date and agenda for next meeting
The next meeting was tentatively set for Thursday, November 9th with the County as
host. The following items are to be on the agenda:

2. 2010 General Plan update (Jack Hardisty)
