1. Rosedale Specific Plan Update (Jack Hardisty/Joel Heinrichs)
Joel Heinrichs gave an update on the County's progre~ss on the Rosedale Specific
Plan. He indicated that the County had terminated their consultant and were
completing the_request for proposal for the EIR. He estimates that the EIR will be
complete near the end of 1993. At that time he expects to identify alternatives and
develop a joint review process with the City. Joel also indicated that he will be
meeting soon with City staff to discuss the County "Plan for Growth" plan which they
are updating and proceeding with. He expects a comprehensive "Plan for Growth"
report in January 1993. City committee members indicated a strong desire to have
joint City/County review of the Rosedale Specific Plan. The relationship of water
and sewer service to development in adjacent unincorporated areas such as Rosedale
was also 'discussed.

2. West Beltway Specific Plan Line (Ed Schulz)
Joel Heinrichs informed the Committee that Kern COG has developed a
sophisticated interactive transportation model to analyze growth patterns and rates.
He indicated that the model will not be complete for two to three months. When
it is complete, the County will look at the data and base their..development decisions
on that. City committee members expressed concern that the County was saying the
West Beltway was not needed now and would not protect the right-of-way. The City
prefers to identify the plan line now before we need the beltway and spread the
right-of-way acquisition costs over the years until it is needed and can be built. The
County indicated that the West Beltway could be considered as part of the "Plan for
Growth" project and that the negatives and positives of adopting the plan line need
to be explored. There was also discussion about how to involve and educate citizens
in the metro area about planning issues like the need for the beltway. Ideas such as
a video "Town Hall" meeting and focused informational education on specific issues
were discussed.
