AGENDA SUMMARY REPORT
INTERGOVERNMENTAL' RELATIONS COMMITTEE
(This meeting will be City only)

1. West Rosedale Specific Plan Update (Jack Hardisty)
Jack Hardisty explained that the County was proceeding with the West Rosedale
Specific Plan. A progress report from County Resource Management, Planning and
Development Services to the Board of Supervisors was distributed (Copy attached).
Staff will formalize a written agreement with the County for joint adoption of the
plan and guidelines for City participation in the planning process. This agreement
will be brought to the Council for adoption.
2. Texaco Annexation Update (Jack Hardisty)
The annexation 'is Still continuing with staff meeting regularly with property owners.
Work Will continue on the annexation with staff attempting to .address concerns by
the County regarding tax sharing by developing several alternatives for discussion.
County concerns regarding revenue losses and changes in state law relating to tax
sharing for annexations have complicated the process.
3. Fair Housing (Jake Wager)
Jake presented a memo (copy attached) suggesting language changes to the Fair
· Housing M.O.U.. The Committee had no objections to the proposed language
change. Staff will .bring the M.O.U. with these changes back to the Council for
approval when the County has made similar changes. The CommitSee also reviewed
a spreadsheet (copy attached) of the budget and expenditures for the fair housing
program which showed no increase in the annual contract amount in response to a
question by a Councilmember.
~ 4. Booking Fees (John Stinson / Bob Patterson)
John gave a brief status report on the ongoing negotiations with the County to adjust
the booking fees for F.Y. 92-93. Both John and Chief Patterson indicated that
discussions were just beginning and that their was some disagreement over the
figures for the number of bookings used by the County. City and County staff are
reviewing them and will continue to update the Council as to progress in resolving
this matter.
5. Set Next Meeting
The Committee has tentatively set aside Thursday, November 5th or Friday,
November 6th for a joint meeting with the County.
