Stinson AGENDA INTERGOVERNMENTAL RELATIONS COMMITTEE MEETING ° CITY/COUNTY Friday, August 14, 1992 12:00 A.M. County of Kern Host - Kern County'Administrative Building 1 .. West Rosedale Specific Plan. (Jack Hardisty) (Jack Hardisty expressed concerns regarding the County implementation of the proposed West Rosedale Specific Plan without sufficient City participation in the process. The City is also concerned' about such a significant development proposal within the 2010 plan boundaries and the ability to provide the systems to provide services. Both Jack and Joel Heinrichs, Director of the County Resource Management Agency will get together to develop a planning process to provide for city participation similar to what was used in the development of the 2010 General Plan. Joel indicated that he would like to look at broader concepts including annexation policy. There was also discussiOn of school district fees. Jack will prepare a recommendation for a joint review process to bring back to the City Council to include City participation in the p, lanning process.) 2. Annexations (Jack Hardisty) (There was a discussion between the members of the committee members regarding concerns of county opposition to city annexations. This' centered primarily on the proposed Texaco annexation. Jack Hardisty explained that the City understood the potential adverse fiscal impact this annexation could have on the County and stated that the City Would like to explore ways to work out this problem to the mutual satisfaction of both the City and County so they would not oppose the annexation. There was discussion regarding potential improvement to the area which could be financed by the City to increase the assessed value to both the City 'and County and the possibility of developing some type of tax increment agreement. Supervisor Pauline l'arwood (who represents this area) stated that she was opposed to the annexation of Texaco by the City. The County representatives indicated .a desire to change the current method of tax sharing including property and sales taxes. Jack also displayed a map of proposed annexations and reviewed them with the Committee.) 3. Metropolitan Recreation and Park District (John Stinson) (John gave a brief update on the status of the RecreatiOn and Park Planl It appears that we are at the stage where the level of financial commitment needs to be determined. The County stated that until the State budget is finalized that' it would be very difficult to commit to any amount of funds. There was discussion about possibly focusing on the establishment of a joint powers agreement to fund development and maintenance of the Kern River Parkway possibly with the participation of the City, County and North Bakersfield Recreation and Park District. John will meet 'with members of the County Administrative staff to develop some options to bring back to the Committee once the State budget is finalized and the County and City know what their budget impacts are.) 4. State Budget Update (Joe Drew) (County Administrative Officer, Joe Drew, gave a very brief, update on the State budget. There was little new information. Joe stated that the County expected some very severe cuts if the current State proposal were enacted.) 5. Set Next Meeting (September 25, 1992 - tentative, staff will confirm) 2
