1. Brown Act
This item was placed on the Agenda by the County Counsel who wanted to confirm
that the meetings of the Intergovernmental Relations Committee were subject to the
Brown Act. The County Counsel reminded all the participants that the discussion
was limited to the items on the Agenda, and it was agreed that the City of
Bakersfield would prepare the notices for the meetings.
2. South Beltway Alignment
Councilmember McDermott expressed cOncerns of the City regarding the review of
additional options for route alignments for the South Beltway. Mary Shell expressed
concern that residents of Lamont were not aware of the Beltway and opposed it
going through Lamont. Councilmember McDermott expressed concern over losing
the reservation of right-of-way, due to delays, particularly since the City has the
ability to proceed with the portion west of Union Avenue. There was discussion
regarding the possibility of adopting the alignment west of Union Avenue and
continuing to study the alignment east of Union Avenue. There was discussion about
expediting the alignment study by limiting the options for COG to review. There
were also concerns expressed by County staff and Board Members 'that the
consultant's review of the alignment east of Union Avenue failed to consider flood
control impacts and impacts on the Lamont community. There were also Comments
made regarding the level of interest CalTrans had in the project and that, in the
short term, the project is most likely to become an expressway and_ the mechanism
to reserve right-of-way for a future freeway. County representatives suggested that
the City Council approach Kern COG regarding the options to expedite the process.
3. Metro Park Plan
City staff gave a brief presentation regarding the proposed Park Plan that was
presented to the City Council. The presentation included the possl'blity of including
the North Bakersfield Recreation and Park District and County Parks as part of an
area assessment district for parks. There was discussion about the financial need to
proceed with a cooperative plan, due to the impacts of State budget cuts. It was
suggested that there could be parallel maintenance districts with either the City,
County or North Bakersfield Recreation and Park District. There was discussion
that the Recreation and Park District had set aside funds to study the feasibility of
an assessment district. Pat Smith asked about including cultural arts as part of the
Metro Park Plan. Staff indicated that a recent Measure in Fresno provided
approximately $5 million in funding for various cultural arts, senior citizen and other
non-profit group recreation programs and facilities. There was discussion regarding
development fees for park construction and the difference in the requirements for
park development fees within the City and unincorporated areas. It was suggested
that staff meet with Henry Agonia, Manager of the North Bakersfield Recreation
and Park District, and with their Board of Directors.
4. Property Tax Exchange
City staff expressed some concerns regarding the proposed change in the policy of
the County regarding property tax exchanges at the time of annexation. They
included the impact on development and possible delays to proposed annexations.
County Administrative Officer Joe Drew made a brief presentation regarding the
need for the County to review their policy for property tax exchanges as a result of
State budget actions. He also indicated there is a need to determine service
responsibility and funding through property tax and other tax sources. Mr. Drew
indicated that there would be a Task Force to review property tax splits and service
responsibilities, which would include staff from the County Administrative Office, a
representative of the Kern County City Manager's Association and a City of
Bakersfield representative. City Manager Alan Tandy indicated the need to expedite
this study and also expressed concern about creating a win/lose situation where we
are fighting over existing dollars. Concern was also expressed to the Board of
Supervisors regarding the County solving their fiscal problems in much the same
manner as the State by looking to the City for relief.

5. Public Comment
An additional item to the Agenda was Public Comment. There was no Public
Comment made at that time.
6. Set Next Meeting
