Stinso~ AGENDA SUMMARY REPORT INTERGOVERNMENTAL RELATIONS COMMITTEE City/County - City Host Friday, February 19, 1993 12:00 Noon Convention Center - Grape Room 1. Budget SYmposium (Joe Drew) Joe handed out a draft of a plan for the proposed Symposium for LOcal Governments. This plan outlined a two-day workshop for identifying common issues between local governmental entities. During the first day session, there would be budgetary presentations by each level of local' government and discussion about issues' relative to those presentations. Following the first day, staff would develop strategies to implement or address those particular issues raised on day one. There was discussion about the need for a facilitator for the budgetary symposium, also discussion regarding having multimedia capability up to and including television . coverage of the event 'which could be distributed to local cable companies for rebroadcast. School Superintendent Kelly Blanton indicated that the school's cable channel would be available for rebroadcast as well, if needed. There was discussion of utilizing the television capabilities of the City/County Fire Training staff to do the television production work for the symposium. The committees both discussed options for locating the symposium at either the Convention Center, Red Lion or some other large facility. It was determined that a steering committee needed to be established to determine which entities and representatives of those entities should participate in the symposium. The County assigned Joe Drew and the City assigned John Stinson to coordinate and put together a steering committee to come back to the Intergovernmental Relations Committee to finalize plans for the proposed symposium. 2. Fiscal Impact Analysis (Joel Heinrichs) Joel presented a report which was going to the Kern County Board of'Supervisors regarding fiscal impact process progress report. Joel gave a brief explanation of the background of the report which was very technical in nature. There were a number of questions regarding the methodologies included in the report. Copies of the report are included for Council's review. This item was provided by the County for informational purposes only. 3. Citywide Parks District Update John Stinson gave a brief update on the Citywide Parks District proposal. 'Recent meetings between County staff; Henry Agonia, General Manager of North Bakersfield Recreation and Park District; and the City, have resulted in the County indicating that they would not be able to participate in a Citywide assessment district. The City indicated that it may be looking at the possibility of a Citywide lighting and landscaping district as a possibility to address the.upcoming financial shortfalls due to State budget actions. · While City staff has not developed a specific plan at this point, the North Bakersfield .Recreation and Park District has exhibit interest in participatin~g in an areawide assessment district. Discussion centered on the. possibility of the City implementing a metro area assessment di, strict which might include County areas similar to the way Challenger Park includes County areas as a first step towards a metro area district. Additional discussion involved the possibility of North Bakersfield Recreation and Park District ultimately annexing all of those areas which had assessment districts as a possibility in the future. City, County, and North Bakersfield Recreation and Park District staff will be meeting to further develop these ideas.to return to the Intergovernmental Relations Committee for further discussion. 4. Set Next Meeting Tuesday, March 16, 1993, from 11:45 a.m. - 1:45 p.m. at the County Administrative Office, 5th Floor.
