ROLL CALL Called to Order at 12:25 p.m. Councilmember Conni Brunni, City Committee Chair; Councilmember Kevin McDermott; Councilmember Patricia Smith; Supervisor Pauline Larwood, County Committee Chair; and Supervisor Mary Shell. 2. PRESENTATIONS None 3.PUBLIC STATEMENTS None 4. DEFERRED BUSINESS A. UPDATE ON ILLEGAL DUMPING AND UNIVERSAL COLLECTION OF REFUSE FILE COPY Intergovernmental Relations Committee February 24, 1994 Page -2- Daphne Washington gave a brief update on the County's efforts to reduce illegal dumping. She indicated that three months ago, the County launched a program to focus on illegal dumping and have been monitoring complaints. There does not appear to be an increase in the number of complaints. The Environmental Health Department received a grant from the State to focus on illegal dumping. They have identified a list of properties which are targets of illegal dumping and are working with those property owners to develop methods to prevent dumping on those properties. They are utilizing inmate labor to do some of the cleanup and have designed a campaign for public awareness and have designated February as "Illegal Dumping Prevention Month." They have received cooperation from Channel 17, which is airing public service announcements about the problem. Regarding the subject of universal collection, Daphne explained that the County is utilizing a consultant to assist them in their evaluation of the implementation of mandatory collection. They have met with the franchise haulers and the City of Bakersfield to determine the impacts of implementing universal collection on the refuse haulers. They intend to bring a report to the Board of Supervisors on March 16. Alan Tandy asked a question as to the County's intent with the report, if it was focused on whether or not the County would implement mandatory collection, or how they would implement mandatory collection. Daphne responded that it would focus on how they would implement it, rather than if they would implement it. Supervisor Larwood indicated that the decision to implement mandatory collection would be made by the entire Board of Supervisors. B. UPDATE ON METROPOLITAN PARKS AND RECREATION PLAN The County indicated that there needs to be a master plan created for the County Metropolitan Park Complex, which includes Sam Lynn ball diamonds. They indicated they intend to move forward and continue to study the problem. The County currently does not have a time-line developed for the completion of the master plan and are looking to involve the public in the development of the master plan for the area. There was discussion about reviving the public involvement in the Metropolitan Park and Recreation Plan. There appears to be continued interest in some sort of metropolitan-wide park and recreation plan; however, there needs to be more information collected regarding recreation programs. Lee Andersen and Bob Addison will prepare an inventory of current recreation programs to provide to the committee at their next meeting. SOUTIt BELTWAY STATUS Fred Kloepper gave a brief report regarding the recent Kern COG meeting where testimony on the environmental impact report for the Beltway was received. The final document will return for certification late March or April. Supervisor Shell indicated that there was good attendance at an informational meeting in Lamont, approximately 50 people. Fred indicated that several additional alternatives and options were reflected in the EIR document. 5. NEW BUSINESS A. CITY/COUNTY DEVELOPMENT STANDARDS Fred Kloepper gave a brief report on the concern regarding inconsistent City and County development standards, particularly for roadways. Councilmember Brunni expressed concerns over situations such as Renfro Road off of Rosedale, where only one lane of roadway had been completed. Ted James indicated that the County has adopted the City standard for roadways and these types of situations should no longer occur; however, problems in some older tracts which may have been approved under the old requirements could be creating this situation. Fred indicated that the City is continuing to work with the County regarding consistent standards. 6.
