KERN RIVER PARKWAY COMMISSION Judy Salamacha made a brief presentation on behalf of Mayor Bob Price regarding the Creation of a Kern River Parkway Commission. This item was a result of comments made at the Mayor's Bakersfield Vision Conference regarding coordination of activities related to the Parkway between the City, County and private entities. There was concern expressed that this proposal would duplicate work being done by the Kern River Foundation. It was suggested that more be done to expand and support the existing Foundation rather than create a new entity. No further action was taken. 2. GOVERNMENTAL EFFECTIVENESS TASK FORCE Judy Salamacha 'made a brief presentation on behalf of Mayor Bob Price regarding the creation of a Governmental Effectiveness Task Force to be made up of representatives from (1) Board of Supervisors member, (1) City Council member, and (9) community members. This item was also a result of comments made at the Mayor's Bakersfield Vision Conference. It was discussed that the purpose of this group would be to find ways for the City and County to work FILE COP AGENDA SUMMARY REPORT INTERGOVERNMENTAL RELATIONS COMMITTEE FEBRUARY 10, 1995 PAGE - 2 - together. It is not intended to duplicate the Grand Jury, Mayor's Advisory Committee, Council on Competitiveness or other existing bodies. Councilmember McDermott suggested that the Intergovernmental Relations Committee should serve the function of encouraging City/County cooperation and coordination. It was discussed that the Committee should meet more often and any action recommendations from the Vision task force could be brought forward to the Intergovernmental Committee (or separately to the full Board of Supervisors and/or City Council) for review. No further action was taken. 3. WASTEWATER TREATMENT PLANNING INCLUDING CSA 71 Alan Tandy made a brief presentation regarding the City's current wastewater planning process. He indicated there were several alternatives that were being studied and that it was difficult to analyze the options with the uncertainty about what the County would require for wastewater treatment for several proposed developments (Pacificana, McAlister Ranch) in western Bakersfield. Also, due to the uncertainty of the County's current annexation policy, it also created difficulty in anticipating how development would occur and the manner in which wastewater services would be provided. Joel Heinrichs indicated there was no dispute with city staff on the technical issues; however, there was concern that the City was fulfilling its obligations regarding CSA 71. He further indicated that more analysis needs to be done to determine the most cost effective method to provide sewer service and that the County wants to stay with CSA 71. Board member Shell indicated that with the significant level of debt to fund the improvements to wastewater facilities, we will need a firm commitment from developers. City and county staff are to work further on cost figures related to this issue and report back in 60 days. 4. COMMUNITY SPORTS COMPLEX (UPDATE) Councilmember McDermott gave an update on the proposed Community Sports Complex. He explained that consultant Dan Young had made a presentation to the City Council regarding potential sites. He also discussed the survey that was done to measure interest in funding the facility. The survey was positive, but detailed funding mechanisms need to be worked out as well as better defined cost estimates. The California League is still supportive of Bakersfield as a location for minor league baseball. AGENDA SUMMARY REPORT INTERGOVERNMENTAL RELATIONS COMMITTEE FEBRUARY 10, 1995 PAGE - 3 - 5. PROPERTY TAX SPLIT NEGOTIATIONS (UPDATE) Alan Tandy made some brief statements regarding the resolution of the property tax split negotiations. He indicated that the cities are interested in a positive resolution and is working with Wade McKinney, City Manager of Shafter, to meet with County staff to explore alternatives. The Kern County City Manager's Association recently met (7 of 11 cities in attendance) and have indicated that sales taxes are not on the table as part of these negotiations. 6.
