4. DEFERRED BUSINESS
A. FEDERAL BUILDING ACQUISITION
County Administrative Officer Scott Jones gave an update on the status of the
Health Department's efforts to secure a larger facility. He indicated that County
staff is currently considering four possible locations. He thanked the City for
assistance in identifying additional alternate sites. The four potential sites include;
'Q' Street and 14t~ (Food Bank/vacant warehouse), the Sandstone building on East
Truxtun, City owned property at 515 Truxtun (Economic Development offices/old
City corporation yard), and the Federal building. County staff is evaluating the costs
associated with each alternative. They also indicated that the old Brock's building
may also be a potential site.
Councilmember McDermott indicated that the 'Q' Street site will have to take into
consideration potential right of way and road construction for the 'Q' Street
separation of grade and the future Centennial freeway corridor and alignment.
Dr. Jinadu expressed thanks for City assistance in this process, and that there can
be a win/win solution to this problem.
Supervisor Parra asked about the possibility of exploring Kern Medical Center and
the current Health Department location as a site if it were to be reconfigured or
replaced with a new structure. County staff indicated that would also be studied.

5. NEW BUSINESS
A. CROSSING GUARDS
At the last meeting Supervisor Peterson had asked that the issue of funding for
Crossing Guards and support for related legislation be discussed by the committee.
County Counsel indicated that schools currently have the legal authority to provide
crossing guards. A County survey indicated of 25 California counties only 3 provide
crossing guards. The County will be informing the schools that due to Proposition
218, they will no longer be providing crossing guards. The County currently
provides approximately $500,000 in funding through CSA's for crossing guards. The
schools have formed a task force to study the issue, but the County and City have
not been invited to participate at this time.
B. COMMITTEE MEMBER COMMENTS
Councilmember McDermott requested that a status report on the Kern River
Freeway and the status of construction of a new airport terminal at Meadows Field
be placed on the next Intergovernmental Relations Committee agenda.
