4. DEFERRED BUSINESS
A. Environmental Health Cooperative Efforts - Update (Price)
DaVe Price gave a brief update on cooperative activities of County Environmental
Health and City staffs. Dave indicated that staff meetings have begun to establish
protocols for responses to environmental health issues. Efforts are under way to
categorize and determine levels of responses expected by the City. Dave said the
County is looking into creating a code enforcement effort similar to the one used by
the City. City staff has been helpful in providing code enforcement information,
ordinances and procedures.
B. Convention Center Expansion (Arena)/Centennial Plaza Update (Tandy)
John Stinson gave a brief update on the status of the Convention Center expansion
and Centennial Plaza projects. Councilmembers McDermott and DeMond provided
information on the fund-raising efforts of the Centennial Foundation.

C. Universal Refuse Collection Update (Heinrichs)
Scott Jones gave an update on universal refuse collection in the unincorporated
areas. He said they are still negotiating with the franchise haulers who want to
extend the term of their agreement to total 25 years. Also being discussed is the
issue of exclusive vs. non-exclusive franchises. Councilmember DeMond clarified
that the City's primary interest in universal collection is within the Metropolitan
Bakersfield area, not on a countywide basis. Supervisor Peterson indicated that
universal collection is still proceeding; however, negotiations with the haulers have
to be resolved. Kevin Barnes indicated that cooperative efforts to propose a joint
City/County bulky item disposal pilot program are under way and will be presented
to both the City Council and the Board of Supervisors in the near future.
5. NEW BUSINESS
A. Joint City/County CALEPA SB 1299 Permit Consolidation Zone
Application (Price)
Dave Price indicated that new state law provides for 20 pilot projects which
establish Permit Consolidation Zones which may use a Facilities Compliance Plan
in place of individual environmental permits for new or expanding facilities. This
would be an economic development enhancement as it would streamline the
environmental permit process. The County intends to apply to become one of the
pilot areas and would include any cities that want to participate. Councilmember
DeMond asked that this item be placed on the June 5, 1997 Intergovernmental
Relations Committee agenda for city response.
B. Proposition 218 Implementation (Price)
Dave price gave an update on the County's implementation of Proposition 218. He
indicated that the County was proceeding with the required mail-in elections for
certain County Service Areas which are subject to the requirements of Proposition
218. He indicated that if the mail-in elections fail, it is expected that the services
would be discontinued. They will be conducting public workshops and providing
educational information to each area. It was also indicated that the County would
be eliminating the school crossing guard assessment districts and discontinuing this
service. They have notified the schools that this will be happening. Proposition
218 implementation will be placed on the next agenda for future updates.
