A. REQUEST FROM THE DOWNTOWN BUSINESS & PROPERTY OWNERS
ASSOCIATION (DBPOA) VISION COMMITTEE TO DISCUSS UPCOMING
PLANS REGARDING DOWNTOWN IMPROVEMENT
Members from the Downtown Business and Property Owners Association
(DBPOA) gave a presentation on their Vision Committee. They provided a
mission statement and some recommendations for consideration. They

discussed the concept of a joint City/County 2010 planning commission, the
issue of parking in the downtown and discussed the status of the Riverwalk
project. They expressed concerns that there are no common principles or
standards for planning within the Metro 2010 plan area. Staff explained efforts
which are being done to review current 2010 Plan policies and concerns about
the City's ability to influence planning policy in the Metro area due to limitations
of our sphere of influence by LAFCO.
Discussion of downtown parking included setting aside land for future parking
lots and possible formation of a parking district to fund such acquisitions
through a public/private partnership. The DBA Parking Committee will work with
City staff to explore alternatives.
