2. PRESENTATIONS
Staff presented June 15th, September 14th, and November 16th as possible dates for
future IGRC meetings in 1999 for review by the members.

A. CSA-71 UPDATE
City Manager Alan Tandy gave a report on the Status of the CSA -71 agreement
between the City and the County. Mr. Tandy gave a bdef history of the CSA-71 issue
to the Committee and stated staff continues to work toward a modification of the
agreement that is satisfactory to both agencies. Councilmember Irma Carson asked
where the area waslocated. Jacques LaRochelle of the City of Bakersfield showed
a map of the area. Ms. Carson requested that smaller copies of the map be
distributed to members of the Committee.
B. GOAL SETTING
Staff reported on the goal setting session from the previous IGRC meeting. The
committee was given a number of issues to prioritize, and staff outlined steps for
accomplishing the goals. The committee agreed that after discussion of each issue,
an action statement would be agreed upon by the group.

1. Economic Development
Alan Crowder from Kern County reported on a study that will be released this
week by the Natelson Corporation regarding economic development in Kern
County. Mr Crowder reported that the study is focusing on business clusters,
consolidating resources, the lack of a "one-stop-shop" for economic
development, and the areas of focus in the future for economic development
of Kern County. Members of the committee then began a brainstorming
session to determine what economic development efforts in the County were
not working and what might be accomplished in the future. The role of KEDC
was discussed. Again Mr. Crowder reported that the Natelson Study
mentioned that KEDC should continue to be a focus of economic development
and there should be a greater emphasis placed on privatization of KEDC
operations and soliciting private sector contributions. The committee
developed a number of focus areas in the brainstorming discussion, including
improving the airport, incentive packages, the role of KEDC, infrastructure
investments, redevelopment tools, enhancing transportation, and developing
a Metro Park.
The discussion of airport and transportation issues ensued, and several
suggestions were made regarding the future airport expansion. It was noted
that the airport was key to economic development efforts as many potential
business clients always ask about the airport in it's passing. A suggestion was
raised regarding including in the airport's expansion a commercial area for
shoppers. Pete Parra noted that the airport was key to many travelers in
Bakersfield, and cited the number one destination for Bakersfield travelers is
Guadalajara, Mexico. This comment led to a desire by some of the members
to make the airport an international airport. Randy Rowles mentioned one of
the key advantages to the airport now is that it has good parking and access.
Persons flying out of Bakersfield know they can get to the airport quickly, park
and get to their flight within five to ten minutes, as opposed to Fresno or Los
Angeles, which takes much longer. City Manager, Alan Tandy stated that
several people mentioned to him that the road leading to the airport would be
key because it determines the passenger's opinion of Bakersfield. Some of the
members suggested that a streetscape or other enhancement might improve
the attractiveness of the airport, and that this should be considered in the new
terminal expansion.
As the discussion concluded, both the City and the County agreed that more
cooperative efforts regarding the airport should be attempted. A suggestion
was made that the City, County, KEDC, the Chamber of Commerce, and
airport staff should form a task force that would aid in the planning of the new
terminal and airport expansion, which is underway already. A suggestion was
also made that a strategy should be developed to capture more of the local
airline passengers and work with local businesses to encourage use of the
airport here in Bakersfield. Both the City and County committed to the task
force idea and determined that this would be one of their action items for
economic development.

Because of limited time, the committee decided that more discussion on economic development
would be appropriate for a future meeting. In the next meeting, discussion of incentive packages,
the role of KEDC, use of infrastructure, incentives, and redevelopment would be discussed. The
legislative issue would also be discussed at a future meeting.
