SUBJECT: Revised Park Maintenance District Spread
At the November 4, 1993 Community Services Committee Meeting, three assessment
methodologies were presented ranging from a full cost recovery approach to consolidation of
the existing districts within each proposed zone of benefit. This last scenario included a
$5.00 city wide assessment to offset any future increases in park maintenance costs. It was
the consensus of the Committee that the third Scenario (reprised below) was the most
agreeable.
SCENARIO THREE
Under this scenario all the maintenance districts residing within Zone 1 are consolidated into
one district and the cost is spread over the entire Zone 1. The parks component of the
district assessment remains at the current net level of $347,962. The other existing
maintenance districts are treated accordingly within the zone of benefit in which they are
contained. The funding of the non-district parks throughout the City does not change from
the current arrangement. A city wide $5.00/EDU assessment is set to attempt to recover the
amount of funds that have been shifted from the local to state level as a result of the State
budget.

Upon further reflection, staff has developed another spread 'option. This scenario varies from
scenario three in that the existing maintenance districts are con_solidated within their existing
boundaries instead of being spread across the entire zones of benefit. The net effect is that
the properties that are currently being assessed remain assessed, and those properties that are
not currently assessed will only receive the city wide $5.00 assessment. This approach
generally averages the assessments and does not result in dramatic increases in the majority
of cases. To develop the proposed assessments, the actual EDU count and actual assessments
from the 1992-93 fiscal year were used. Zone 1 has been broken into two sub zones. This
was done to prevent properties not benefiting from improvements from paying for them.
The assessment spread, by zone, are presented as follows:
