COMMUNITY SERVICES CoMMrlTEE Monday, July 18, 1994 4:00 p.m. City Manager's Conference Room 1. ROLL CALL The meeting was called to order at 4:10 p.m. Members present: Chair Councilmember Lynn Edwards; Councilmember Conni Brunni, and Councilmember Mark Salvaggio 2. APPROVAL OF MARCH 31, 1994 MINUTES Approved as submitted. 3. PRESENTATIONS None 4. PUBLIC STATEMENTS None 5. DEFERRED BUSINESS A. MERGING THE CONVENTION CENTER AND CITIZENS PARKS AND RECREATION COMMITrEES Lee Andersen reported back to the Committee that both the Convention Center Committee and the Citizens Parks and Recreation Committee were in agreement with and have accepted the plan for merging the two committees. The changes will be made to the Ordinance and it will be sent back to the Council with a recommendation (background) from the Committee that it be adopted. B. YMCA PI~,OFISIONS OF COMMUNITY SERVICES PROGRAMS" ..... Lee Andersen stated that, as requested by the YMCA and directed by the Committee, he had an initial meeting with the YMCA regarding cosponsorship of programs/activities; however, a new YMCA executive director is just coming on line and a meeting is to be scheduled soon. The executive director of the Boys and Girls Club has been contacted and a meeting will be set to discuss/initiate programming;, interest was indicated in after school programming. The Committee suggested contacting other organizations providing recreational activities in the City's sphere such as: Friendship House, YWCA, Sports Park, and the elementary schools regarding after school programs, and other organiTations. It was noted, that the Intergovernmental Relations Committee had requested a complete package of aH facilities and programs available in the entire Bakersfield area. This will be going back to the Intergovernmental Relations Committee for approval and will be distn'outed and available to the Council and Committees. 6. NEW BUSINESS None 7. ADJOURNMENT The next Committee meeting was reset for August 8, 1994, and the August 15, 1994 meeting was canceled. MEMORANDUM TO: Alan Tandy, City Manager FROM: Lee Andersen, Community Services Manage,/ DATE: August 1, 1994 SUBJECT: In-Line Hockey (Council Referral #13600 - Salvaggio/McDermott) The following information is in response to Council referral #13600 (In-Line Hockey in City parks). 1. Community Services Department staff and representatives from the Central Valley In-Line Hockey Association met on July 13, 1994, and discussed the association's continued use of Jastro Park. Agreement was reached that Central Valley would hold their league at Jastro beginning in September and running through November. The Recreation Division will co-sponsor the league. 2. In consideration of the neighbors around Jastro who have in the past complained about the congested parking situation during games, as well as an overabundance of noise, the Association will be asking their participants and spectators to tone down their exuberance and if at all possible to park on Truxtun Avenue south of the skating area. Contact has also been made with the Public Works Department and indications are that the parking on the East side of the park can be changed from parallel to. perpendicular, which should help to alleviate the parking problem. 3. Another league is being formed which will be played at Standard Park, a North Bakersfield Recreation and Parks district facility. The facility will be leased from the District, with approximately $20,000 worth of improvements being made by the lessee, Mr. Pete Denevi. In a conversation with City staff on July 25, 1994, Mr. Denevi stated that his future plans include possibly the same type of agreement with the City. Page 2 1 August 1994 4. City Parks and Recreation staff have also considered forming a league as part of the City sports program. Estimated cost for construction of a regulation sized facility is approximately $68,000. ANDERSEN, COMMUNITY SERVICES MANAGER SUBJECT: SIGN POLICY FOR THE KERN RIVER PARKWAY (Council Referral No. 13048) Attached is a draft of a proposed sign policy concerning the Kern River Parkway that was prepared by Jennie Eng, Associate Planner in~- the Planning Department. This .information is in response to a request on behalf of the City Council Community Services Committee. The existing sign ordinance does not specifically have criteria for the parkway. Therefore the City Council should direct staff in regard to the appropriate criteria to be used because the parkway is City-owned property for the purposes of a public park. The proposed policy contains two sections: 1) Recommendations on the sign criteria and, 2) Summary of the applicable policies and ordinance requests. The policy has been reviewed by the Parks and Water Departments, Rich O'Neill from the Kern River Parkway Foundation and the Citizen's Park and Recreation Committee. Responses were favorable and there were no recommended changes. It is staff's recommendation that the sign policy be implemented upon Council's apprcval. Staff feels the proposed criteria addresses concerns relative to the Kern River Parkway. I respectfully request you review the attached criteria and with your approval I would like to submit this information to Community Services Committee for their meeting on August 15, 1994.
