ROLL CALL The meeting was called to order at 4:05 p.m. Chair Councilmember Lynn Edwards; Councilmember Mark Salvaggio and Councilmember Conni Brunni (arriving 4:20 p.m.) 2. APPROVAL OF DECEMBER 6, 1993 MINUTES Approved by Edwards and Salvaggio Brunni absent 3. PRESENTATIONS A. INTRODUCTION OF CITIZENS PARKS AND RECREATION COMMITTEE CHAIR, RICHARD RUSSELL Citizens Parks and Recreation Committee Chair Richard Russell was introduced and indicated that he was attending in order to improve communications between the Citizens Parks and Recreation Committee and the Community Sentces Committee of the City Council. 4. MERGING THE CONVENTION CENTER AND CITIZENS PARKS AND RECREATION COMMITTEES The Committee was given a briefing by staff on the proposed merger of the Convention Center and Citizens Parks and Recreation Committees. Staff reported that a draft ordinance merging the committees had been reviewed by both the Citizens Parks and Recreation Committee and the Convention Center Committee, and those committees were in support of the merger. Councilmembers reviewed the proposed .ordinance and discussed the various options available regarding appointment and the use of an alternate. The Community Services Committee supported the proposed ordinance which would merge the two committees. The Community Services Committee also supported representation on the committee by Ward appointments rather than citywide appointments. The Community Services Committee did not support the establishment of an alternate position on the committee, and recommended nominations would be done by Ward and committee members would have to be residents of the Ward that they are appointed to represent. Specifically, committee members would have their, term of office expire if they no longer reside in the Ward which they resided in at the time of appointment. B. YMCA PROVISIONS OF COMMUNITY SERVICES PROGRAMS YMCA Director Cynthia Szybnski made a brief presentation regarding the interest of the YMCA in operating programs in City parks, rather than in school facilities as is their current practice. She indicated that she has been working with City staff to offer programs at City parks and facilities. Councilmember Edwards requested that the Committee be presented with a specific plan of programs and activities to be offered by the YMCA, including the exact locations and structure of specific programs, including possible fees or other financial arrangements with the City. Staff indicated that there may be a possibility of looking at co-sponsorship in order to facilitate joint programming with the YMCA. The Committee recommended that City staff meet with the YMCA and come back to the Committee with a specific program. The Committee also recommended that there needs to be a policy developed regarding co-sponsorship of programs. This was recommended to be AGENDA SUMMARY REPORT , Community Services Committee March 31, 1994 Page -3- referred to the Citizens Parks and Recreation Committee to help develop a policy. The staff report on the proposed program is to be provided at the next Committee meeting. C. MONUMENT SIGN FOR KERN RIVER PARKWAY The Community Services Committee received a proposal for the construction and dedication of a monument sign to identify the Kern River Parkway and the companies which contributed to a development of a portion of the Parkway, specifically, Texaco and the Kern River Parkway Foundation. The Planning Department has received a written sign plan for the Kern River Parkway parking area located near the intersection of the Truxtun extension and Mohawk. Staff has indicated that since the sign is being dedicated to the City, that a waiver for the sign permit be recommended for approval by the City Council. The Committee was in full support of the proposed sign and indicated that the matter should be brought to the City Council as soon as possible in order to meet the construction deadlines for Earth Day which is April 23. The Committee also recommended that staff review developing a sign standard for the 'Kern River Parkway. D. ESTABLISHMENT OF REGULAR MEETINGS The Committee established the third Monday of each month at 4:00 p.m. as their regular meeting time. The next meeting will occur April 18, at 4:00 p.m. 7.
