A. MERGING THE CONVENTION CENTER AND CITIZENS PARKS AND
RECREATION COMMITTEES
The Committee was given a briefing by staff on the proposed merger of the
Convention Center and Citizens Parks and Recreation Committees. Staff reported
that a draft ordinance merging the committees had been reviewed by both the
Citizens Parks and Recreation Committee and the Convention Center Committee,
and those committees were in support of the merger. Councilmembers reviewed the
proposed ordinance and discussed the various options available regarding
appointment and the use of an alternate. The Community Services Committee
supported the proposed ordinance which would merge the two committees. The
Community Services Committee also supported representation on the committee by
Ward appointments rather than citywide appointments. The Community Services
Committee did not support the establishment of an alternate position on the
committee, and recommended nominations would be done by Ward and committee
members would have to be residents of the Ward that they are appointed to
represent. Specifically, committee members would have their term of office expire
ff they no longer reside in the Ward which they resided in at the time of
appointment.
B. YMCA PROVISIONS OF COMMUNITY SERVICES PROGRAMS
YMCA Director Cynthia Szybnski made a brief presentation regarding the interest
of the YMCA in operating programs in City parks, rather than in school facilities as
is their current practice. She indicated that she has been working with City staff to
'offer programs at City parks and facilities. Councilmember Edwards requested that
the Committee be presented with a specific plan of programs and activities to be
offered by the YMCA, including the exact locations and structure of specific
programs, including possible fees or other financial arrangements with the City. Staff
indicated that there may be a possibility of looking at co-sponsorship in order to
facilitate joint programming with the YMCA. The Committee recommended that
City staff meet with the YMCA and come back to the Committee with a specific
program. The Committee also recommended that there needs to be a policy
developed regarding co-sponsorship of programs. This was recommended to be

referred to the Citizens Parks and Recreation Committee to help develop a policy.
The staff report on the proposed program is to be provided at the next Committee
meeting.
C. MONUMENT SIGN FOR KERN RIVER PARKWAY
The Community Services Committee received a proposal for the construction and
dedication of a monument sign to identify the Kern River Parkway and the
companies which contributed to a development of a portion of the Parkway,
specifically, Texaco and the Kern River Parkway Foundation. The Planning
Department has received a written sign plan for the Kern River Parkway parking
area located near the intersection of the Truxtun extension and Mohawk. Staff has
indicated that since the sign is being dedicated to the City, that a waiver for the sign
permit be recommended for approval by the City Council. The Committee was in
full support of the proposed sign and indicated that the matter should be brought to
the City Council as soon as possible in order to meet the construction deadlines for
Earth Day which is April 23. The Committee also recommended that staff review
developing a sign standard for the Kern River Parkway.
D. ESTABLISHMENT OF REGULAR MEETINGS
The Committee established the third Monday of each month at 4:00 p.m. as their
regular meeting time. The next meeting will occur April 18, at 4:00 p.m.

MEMORANDUM

TO: JOHN STINSON, ASSISTANT CITY YJtNAGER
FROM: (~~CRONK, CONVENTION CENTER SUPERINTENDENT.'
SUB~]~CT: HERGING CITIZEN'S COMHITTEES
Special meetings for the Citizen's Park and Recreation Committee,
the Citizen's Convention Center Committee and joint committees were
called for APril 11, 1994.
During the first committee meeting, the Citizen's Park and
Recreation Committee discussion included continued endorsement for
merging the Citizen's-Park and Recreation Committee with the
Citizen's Convention Center Committee.
The Citizen's Convention Center Committee had only one member
present, Dr. Jack Goldsmith, who also serves on the Citizen's Park
-and Recreaton Committee. Dr. Goldsmith offered his support for
combining the two committees. Inasmuch as Dr. Goldsmith had made
his position known with regard to this matter and he was the sole
Citizen's Convention Center Committee member present, the Citizen's
Convention Center Committee meeting was not held due to a lack of
a quorum.
Also discussed and approved during the Citizen's Park and
Recreation Committee meeting was the draft ordinance creating the
new committee, after deleting the word operational from paragraph
2.60.050 and naming the new committee, the Community Services
Advisory Committee.

MEMORANDUM
TO: Alan Tandy, City Manager . ^0
FROM: Lee Andersen, Community Services Manager~
DATE: April 7, 1994
SUBJECT:· Council Referral #12985 (McDermott) - Correspondence
From Y.M.C.A. Offering Their Services in Community
Service Programs
At the City Council meeting of February 9, 1994, Councilmember
Kevin McDermott referred the issue of the Y.M.C.A. offering their
services in supplementing Community Services programs and further
requested a meeting with the Community Services Committee.
On Thursday, March. 31, 1994, the Community Services Committee met
with Cynthia Szybnski, Executive Director, of the Y.M.C.A. She
informed the committee of her desire to cooperate with the City
Parks and Recreation Divisions in the area of programming. She
stated that the "Y" has expertise in providing after-school child
care and also activities such as soccer, t-ball, flag football,
etc., and the "Y" would like to hold some of these programs in City
parks and other facilities, offering activities that the City does
not provide.
I assigned Recreation Superintendent Jim LeDoux to meet with her in
establishing a workable proposal. A meeting was set for Tuesday,
April 5, at 11 am. At 10:15 am, Ms. Szybnski called Jim and
informed him that she would not be able to attend, that she had
tendered her resignation effective April 15, and that a program
coordinator would contact him at a later date to continue
discussions.
The Y.M.C.A. is going through a reorganization at this time, but
Ms. Szybnski indicated to Jim that she hoped this would not hamper
future discussion regarding their proposal.
The Recreation Division will follow-up within a reasonable time to
keep lines of communication open. We will advise as to any changes
in their plans.
If you have questions, please contact me at your convenience.
