Update Citywide Parks and Recreation Plan The Committee met with staff and Steve Hawkins, Consultant, regarding the Citywide Park and Recreation Plan. John Stinson gave a brief update on the County CSA proposal and Steve Hawkins presented a report updating maintenance district zone of benefit boundaries. His report is attached. Issues discussed were how to find capital for ADA projects, adult and senior citizen programming within the recreation element and analysis of placing the Ci .tywide plan on the June 1994 ballot. Recommendation: Staff to continue developing plan and give Council an update at the December 15, 1993 Council meeting. 2. Set Next Meeting To be determined by staff. ANDERSEN, COMMUNITY SERVICES MANAGER SUBJECT: BACKUP MATERIAL FOR MARCH 31, 1994, COMMUNITY SERVICES COMMITTEE MEETING The attached draft ordinance combining the Convention Center and Parks and Recreation advisory committees will, along with other related information, be provided to the Community Services Committee for review prior to the meeting of March 19, 1994. The Ordinance provides an alternative to our existing Ordinances. Also attached are letters received from the Y M C A and Kern River Foundation requesting a meeting with the Committee. The Y M C A is seeking to work with the City Recreation Department in providing programs while the Kern River Foundation wishes to install a monument sign at the entry to the parking area across from Mohawk on Truxtun Avenue. Staff will be available during and prior to the meeting to answer questions. Please contact me at your convenience if you have questions or suggestions. BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. This Ordinance amends Chapter 2.60 (entitled "Division of Recreation") of the Bakersfield Municipal Code to read as follows: CHAPTER 2.60 COMMUNITY SERVICES ADVISORY COMMITTEE Sections: 2.60.010 ~reation - First C..Ommittee members. 2.60.020 Appointment of members. 2.60.030 Appointment of alternate members. 2.60.040 Terms of office. 2.60.050 Residence qualification. 2.60.060 Duties. ~S~\CI~In~S.PRC~ADV-C~.0~ - Page i of 7 Pages - 2.60. 010 Creation - First committee members. The first members of the Community Services Advisory Committee will be the persons who, as of the effective date of this ordinance, are members of the Citizens' Parks and Recreation Committee and members of the Convention Center Committee. As a result, in some wards may have two members on the committee. If one of the two members from a single ward leaves the committee, the city council'will not appoint a replacement member from that ward. Should a member leave the committee, so that a ward is not represented on the committee, the councilmember for that ward shall nominate a resident of that ward. The city council shall/may thereafter appoint that person to the committee. 2.60.020 ~ppointment of members. - Page 2 of 7 Pages FIRST ALTERNATIVE. Each councilmember shall nominate a resident from his or her ward who shall/may then be appointed by the city council and serve at the pleasure of the city council. SECOND ALTERNATIVE. Each councilmember shall nominate a city resident who shall/may then be appointed by the city council, to serve at the pleasure of the city council. 2.60.030 Appointment of alternate members. The alternate shall attend committee meetings if the regular committee member is unable to attend. The term of office shall run with the term of the appointing [or nominating] councilmember. 2.60.050 Residence qualification. FIRST'ALTERNATIVE. .~ . SKOUSEN, ACTING CITY ATTORNEY ~-_C SUBJECT: CITIZENS' PARK AND RECREATION COMMITTEE AND CONVENTION CENTER COMMITTEE Pursuant to your request (Referral No. 12735 - Council Meeting of 12/15/93), I have reviewed the Municipal Code Sections regarding the Citizens' Park and Recreation Committee and the Convention Center Committee. Sections 2.60.060 and 2.52.020, respectively, are the Municipal Code Sections creating those committees. Both sections clearly require members to be residents of the ward of the nominating councilmember. For that reason, Bobbye Caras may not be appointed to the Convention Center Committee for Ward 2. A review 'of both 'the Convention Center Committee and the Citizens' Park and Recreation Committee indicates that the functions and actions of the two committees are substantially the same or similar. Councilmembers have had difficulty in the past filling positions in both committees with members from appropriate wards, and currently several vacancies exist in both committees. For the above reasons, staff recommends that the two committees be combined into one Park, Recreation and Convention Center Committee. This would reduce the current duplication in work by the two committees and reduce the workload of staff.· Further, councilmembers would have less difficulty finding applicants willing to serve from their ward. At the present time, the Parks and Recreation Committee is lacking one member and has one member who serves on both committees. The Convention Center Committee is lacking two members and has one member who serves on both committees. Thus, out of fourteen required members, we currently have only ten members. Staff recommends that the two committees be combined, but that all members currently serving from the appropriate ward be allowed to serve out their terms. The committee would consist of ten members until it is reduced by attrition to seven and would remain seven, one from each ward. Murray Ward 3 - W.R. Lamb Ward 4 - Jack Goldsmith Ward 5 - Judy Valenzuela until January 1995 Leonard J. Schroeder Ward 6 - Richard Russell until November 1996 Kay Madden Ward 7 - Michael Fausett until November 1994 Christine Klotz Unless one of the members from Wards 5, 6 or 7 resigned or moved away sooner, in January 1995 the committee would by attrition reduce to eight members, and in January 1997 would again be seven members. ~' In order to accomplish this combining of the two committees, it will be necessary for the City Council to amend the ordinances creating the committees. If Council desires to retain two committees but appoint the members at large and not be restricted to their own ward, it will also be necessary to amend the ordinances. The City Attorney's Office will draft a proposed ordinance combining the two committees for your review and will place this matter on a future agenda for discussion. If any councilmember desires this office to prepare a proposed ordinance keeping both committees and allowing members to be appointed at large, please advise and we will do so. Box 624' Bakersfield, CA 93302-0624 RE: Proposed Monument Sign For Kern River Parkway Dear Ms. Wright: Thank you for the opportunity to comment on the proposed sign. The sign seems to be more consistent with the goals of the Kern River Parkway Plan. The design, size and materials appear reasonable. However, as I stated in my October 22, 1992 correspondence to your group, staff believes direction or policy statement from the City Council is necessary before we can proceed. This direction would clarify the parameters in which signage in the Parkway would be allowed. Staff suggests that the Foundation submit a written sign plan to the City Council and request that this matter be referred to the Community Services Committee. Based on direction from the City Council, we would be in a better position to evaluate the overall sign plan for the Parkway. While you are only proposing one monument sign, it would set a precedent for all other signage, such as other monument signs or commemorative plaques. Also, after reviewing the proposed location of the sign, it appears to be set back away from the curb so as not to interfere with the "clear sight area." However, as with all projects within the Parkway., staff must approve the plans and inspect the project to ensure compliance with all requirements.' Dear Kevin: The YMCA of Kern County has been a part of this community for many years. This last year has brought many changes for the .'T'. The Board and staff realize, in order to reach the need for youth activity, that the '"f" must go out into the community and offer programs. The 'T' has utilized park facilities, schools and churches in m "aking these changes. I have met several times with City Parks & Recreation and have also attended their advisory committee meeting in searching ways the '"f" and the City can work together. Reception is positive, howeve~ I feel that further discussion is warranted. I recently spoke with Conni Brunni regarding the YMCA and how ! thought we could enhance the City's parks. Conni suggested a letter to you. The YMCA has not proven to be great facility managers in this area. The Y has been recognized .as providing well organized programs. The tax dollars are being spread further and further, thus; the City 'must find efficient ways to provide programs. This is were the YMCA could help. I would like to request that the Community Service Committee ~ and City Staff be asked to meet with the YMCA representatives for further discussion. The YMCA does not wish to reinvent the already good programs that the City has; I only wish to combine efforts to assure that programs are not lost all together.
