NATIVE AMERICAN NAME DESIGNATIONS ON THE KERN RIVER PARKWAY Representatives from the Native American Preservation Council of Kern County made a brief presentation requesting the designation of three locations on the AGENDA SUMMARY REPORT Community Services Committee February 15, 1996 Page -2- Kern River Parkway with Native American names and placement of informational signs and bronze plaques placed in boulders at each area. The three areas include the Group Park area which will be named Yokuts Park; the volleyball park area which will be named Yauelmane Park; and the cross country running course, which will be named Hoe-y Running Course. The Native American Council will bear the expense of the signs and plaques which will conform to Parkway sign requirements. The proposal has been endorsed by the Kern River Parkway Committee, the Citizens Community Services Advisory Committee and staff. The Community Services Committee reviewed the proposal and recommends the adoption of the Native American theme for park areas along the Parkway, and approval of the requested designations. The Committee further recommends that in the future, any new Kern River Parkway areas considered for designation within the native American theme be submitted to the Manager of Community Services for review of compliance with City regulations and for approval. Approved: All Ayes. 6. NEW BUSINESS A. 1996 MEETING SCHEDULE Approved: All Ayes. B. REQUEST FROM KERN RIVER PARKWAY FOUNDATION TO ADJUST PLANTING REQUIREMENTS OF THE PARKWAY A presentation was made by Rich O'Neil and Bill Cooper of the Kern River Parkway Foundation who expressed concerns about the planting of non-native trees within the Kern River Parkway. The Parkway group representatives are concerned with the inclusion of non-native trees such as Redwoods and Palms in the Parkway EIR. They have requested that the City amend the Kern River Parkway EIR to remove these non-native species from the List of Recommended Native Plant Species for Landscape areas. They were also concerned with non- native trees (several fruit trees and some Redwood trees) which have recently been planted by individuals or volunteer groups in Parkway areas. Staff has indicated that these trees will be removed or replaced as appropriate. The Community Services Committee discussed the concerns of the Parkway Committee and supported the concept of planting only native trees in the Parkway. AGENDA SUMMARY REPORT Community Services Committee February 15, 1996 Page -3- The Community Services Committee is recommending that the Council direct staff to refer the amendment of the Kern River Parkway Plan/EIR to the Planning Commission for the removal of the non-native trees from the list of Recommended Plant Species, and that no further planting of non-native trees in the Parkway be done in the interim period until that amendment process is complete. File: KR-trees MEMORANDUM TO: COMMUNITY SERVICES COUNCIL COMMITTEE FROM: FRANK FABBRI, PARKS SUPERINTENDENT SUBJECT: KERN RIVER PARKWAY---REFERRALS---RECOMMENDATIONS DATE: APRIL 9, 1996 Due to the numerous requests by organizations to plant trees and make improvements on the Kern River Parkway, a group meeting was held at the Parks Division Office on April 1, 1996. Discussions took place in an effort to expedite the projects and to keep all parties informed. The following individuals were present at the meeting: John Stinson, Assistant City Manager Frank Fabbri, Parks Superintendent Jacque LaRochelle, Public Works Department Don Hoggatt, Public Works Department Rich O'Neil, Kern River Parkway Foundation Pat Hauptman, City Water Department Neil Tierney, Bakersfield Employee Group Rick Williams, Bakersfield, Employee Group Allen Abe, Assistant Parks Superintendent Faye Cox, Texaco Foundation Judy Wright, Kern River Parkway Foundation Greg Polubinsky, Martin - McIntosh Marc Gauther, City Planning Robert Giggy, KEPT June Walker Pince, Native American Indian Council Cosma Kolb, Native American Indian Council Requirements and discussions which took place for the various projects are as follows: MANOR STREET PROJECT: · Public Works staff requested detailed drawings for the equestrian bridge and rip-rap at the bridge and the creek bed. · All parties agreed the plant material was acceptable. ® Parks staff requested an irrigation plan be provided. · Kern River Foundation to provide the requested design plans to the Parks Division. · Project proceeding, no action necessary by Council Committee. CITY EMPLOYEES PROJECT: · City Employees were receptive to tree planting on the westerly portion of their project by the Kern River Foundation. · Landscape plan submitted by the Foundation for the west side of Mohawk is acceptable to the City Parks and Employee Group. · City Employees wish to complete tree planting on the easterly portion of the project, but there is some disagreement on the plant material. · Project needs to be discussed at the Council Committee Meeting, BEACH PARK WEST OF RACQUETBALL COURTS; · No funding available to complete project. City Parks receptive to the Kern River Foundation's request to complete the project. · Irrigation and planting plans given to the Kern River Foundation on April 5, 1996. · City Park staff available to assist in connecting to the existing irrigation system and other related improvements. · Project proceeding, no action necessary by Council Co~¢~ittee. KERN RIVER PICNIC AREA: · No funding available to complete tree planting. City Parks receptive to the Kern River Foundation's request to plant trees. · Planting plan given to the Kern River Foundation on April 5, 1996. · City Park staff available to stake the locations for tree planting. · Project proceeding, no action necessary by Council Committee. INDIAN NAMES FQR THE KERN RIVER PARKWAY: · City Park staff available to assist in determining the exact locations for the park identification signs. WILDFLQWER AREA WEST OF PICNIC AREA: · Kern River Foundation concerned about the irrigation and annual maintenance on the area. · Foundation to provide a desirable water and maintenance schedule. · Project proceeding, no action necessary by Council Committee. At the March 20, 1996 Council meeting, Councilmember Rowles referred the issue of a long range plan on the planting and maintenance of trees on the Kern River Parkway to the Community Services Council Committee. Staff feels if the attached memo is approved by the Council Committee and City Council it will address Councilmember Rowles concerns. MEMORANDUM TO: COMMUNITY SERVICES COUNCIL COMMITTEE~ FROM: FRANK FABBRI, PARKS SUPERINTENDENT~ SUBJECT: STAFF RECOMMENDATIONS--LEAD PERSON DATE: APRIL 9, 1996 Over the last several years a great deal of interest has been generated for projects along the ~Kern River Parkway. Numerous groups and individuals, such as the Kern River Parkway Foundation, Texaco, Occidental, Public Employees Organizations, Service Organizations and others have volunteered thousands of hours and funds to beautify the River area. Many of these projects would not be possible without the countless hours and community involvement from these groups. To assist these organizations and individuals in facilitating projects and obtaining project approval in a timely manner, I am recommending our review process be streamlined. I am suggesting a process, similar to the "Site Plan Review" process in the Planning Department be established. An established check list, would address construction cost, ongoing maintenance, consistency with the Kern River Plan, liability and safety issues, City Construction Standards, etc. The process would help to establish priorities and allow staff to coordinate the proposed project with other City Departments and volunteers; and provide a framework to have projects reviewed and completed in a timely manner. We would also suggest monthly status meetings with the affected City'Departments along with representatives of the volunteer groups to discuss their progress. The check list will provide the applicant with the required information to initiate the project and the steps necessary to complete the project. The applicant would also be better informed on the project status. Streamlining is important because if the process is complicated and time consuming the applicant will become discouraged and lose interest. Small projects or projects not requiring in depth study should be processed within one day. It will take some time to establish the formal review process. As a temporary solution, I am recommending one staff member from the Parks Division be assigned the responsibility of drafting the "Review Process" and "Check List"; and to be responsible for all City communications with organizations and individuals related to all existing and future projects along the Kern River. Hopefully this will address some of the communication problems.both parties have encountered.
