ROLL CALL The meeting was called to order at 4:20 p.m. Members present: Councilmember Irma Carson, Chair; Councilmember Mark Salvaggio; and Councilmember Jacquie Sullivan 2. APPROVAL OF AUGUST 8, 1995 MINUTES Approved as submitted. 3. PRESENTATIONS None. 4. PUBLIC STATEMENTS None. 5. DEFERRED BUSINESS None. AGENDA SUMMARY REPORT Community Services Committee November 14, 1995 Page -2- 6. NEW BUSINESS A. REQUEST TO NAME RUGBY FIELD The City Council referred to the Community Services Committee a request from the Kern County Athletic Association (KCAA) to dedicate the Beach Park rugby/soccer field in memorial to Mr. Ray Tdchell. The Committee met with Mr. David S. James of the Kern County Athletic AsSociation and City staff to review the request. Staff indicated, pursuant to the Kern River Parkway Plan and conversation with the Kern River Parkway Foundation, that the most appropriate manner to respond to the request would be to dedicate the field as the "Beach Park Rugby/Soccer Field in memory of Ray Trichell." This proposal was reviewed by the Citizens' Community Services Advisory Committee who endorsed this recommendation. The Kern County Athletic Association also agrees that this would be appropriate. The Community Services Committee, in order to honor Mr. Ray Tricheil and to facilitate this timely dedication in his memory, will present a report to the full Council to recommend the adoption of_a resolution dedicating the Beach Park rugby/soccer field in memory of Ray Trichell. The Committee also recommends that staff work with the KCAA to assist them with any details regarding the placement of a plaque near the field. B. ORDINANCE REGARDING REQUIREMENT TO FORM MAINTENANCE DISTRICT This ordinance was given first reading on October 11, 1995, and referred to this Committee for discussion. The City Attorney clarified that it has been the policy of the City whenever a new subdivision is created that that subdivision provide its own ability to maintain the landscaping in the subdivision and that is done by creating a landscape and lighting maintenance district. This is not a new policy. In the past when developers came. in, the staff has just been telling them. In order to formalize this process, we are proposing that this be put in ordinance form so that it will appear in the Municipal Code. Staff further explained that consolidation is just putting all maintenance districts into one group for accounting purposes. When new ones get formed they do not automatically get put into the consolidated district. Because the rates are assessed at one point of time during the year, they are put into the consolidated district at that time. APPOINTMENTS TO THE CITIZENS' COMMUNITY SERVICES ADVISORY COMMITTEE The recent change in ward boundaries resulted in the expiration of terms of three committee members on the Citizens' Community Services Advisory Committee, due to the ward residency requirement in the current ordinance. The Community Services Committee will recommend to the City Council that the City no longer require ward residency for members of the CitiZens' Community Services Advisory Committee, and also that the three members affected by the ward boundary change be reinstated. The Committee requested the City Attomey to prepare an ordinance amending the Municipal Code which would extend the terms of the Citizens' Community Services Advisory Committee members to 1998 and delete the ward residency requirement. D. RECREATION AND PARKS ISSUE AT MARTIN LUTHER KING PARK This was 'an item that occurred after the publishing of the agenda and was brought to the Committee by Councilmember Carson. Councilmember Carson requested that staff respond to a citizen complaint regarding a doll which was given to a two-year-old girl at a Halloween party at a City facility. 7. FRANK FABBRII THE NATIVE AMERICAN HERITAGE PRESERVATION COUNCIL OF KERN COUNTY PROPOSES TO NAME AND DEDICATE THREE AREAS ALONG THE KERN RIVER PARKWAY, THE NAMING OF OTHER AREAS WILL BE SUMITTED FOR THE APPROVAL AS FUNDS ARE COLLECTED. THE THREE AREAS TO BE NAMED ARE: 1. THE GROUP PARK AREA, WHICH WILL BE NAMED YOKUTS PARK ( Y6-K~TS ). 2. THE VOLLEYBALL PARKS AREA, WILL BE NAMED YAUELMANE PARK (Y~WL-~M-N~), YAUELMANE IS THE YOKUTS TRIBE THAT INHABITED THE BAKERSFIELD AREA. 3. THE CROSS COUNTRY RUNNING COURSE, WILL BE NAMED HOE-Y RUNNING COURSE (H~-~), WHICH MEANS DEER IN THE YOKUTS LANGUAGE. YOKUTS PARK, YAUELMANE PARK AND HOE-Y RUNNING COURSE WILL BE EXPLAINED IN DETAIL ON THREE 2'X3' INFORMATIONAL SIGNS INSTALLED NEXT TO 12"X18" BRONZE PLAQUES THAT WILL BE PLACED IN BOULDERS, THESE BOULDERS WITH THE BRONZE PLAQUES WILL BE INSTALLED AT THE AREAS AS SOON AS WE HAVE CITY COUNCIL APPROVAL. THERE WILL BE A DEDICATION CEREMONY ON EARTH DAY, WHICH IS USUALLY AT THE END OF APRIL. In particular, we strive to focus on our local native community of which our ancestors were aboriginal. We want to propose that you consider using Native American names on specific areas throughout the Kern River Parkway. Briefly, what we envision is a series of site names for specific areas such as listed below: · Bluff area ' , · Stag and ending of the bike trail e Tribal names within specific geographical areas · Flora and fauna along the Parkway These are just a few examples of what we have in mind. Attached, you will find a more comprehensive plan which I hope you will refer tO the appropriate committee which handles these matters. You shall also find signed petitions of citizens within the community and San Joaquin Valley who are in support of this project. It has been our good fortune to work with Rich O'Neil and Bill Cooper of the Kern River Parkway on this proposal. I can add with great confidence that the Parkway Committee supports this idea enthusiastically. We further believe that this theme we are advocating is within the City's theme and recognition as an "All American City." The City recently sponsored a Multi-cultural Faire and proposed to expand, it next year. Here is an opportunity for the City to further advocate their theme by paying tribute and recognition to those people who once inhabited this land and their descendants who are so much a part of this present community. Respectfully, YOKUTS 'Tribes, Place Names, Language The southern San Joaquin Valley was inhabited by the Yokuts people: The Yokuts were a group of approximately 50. individual tribes. The specific Yokuts tribes located within the immediate proximity of Bakersfield were the Yauelamani, Hometwoli, Tuhohi, and Tulamni. The following is a list of village and place natnes associated with these groups. Some of these names would be appropriate to use as names of areas along the Kern River Parkway. Yauelamani (Yowlumn.e)- This tribe lived in and around Bakersfield. Village Sites: Woilo, located in what is now the town of Bakersfield - "planting place" ' Tsineuhiu - located northeast of the China Grade - "ramada or shade place" Hawsu - located along the Kern River in the bluffs area Kawnaw - mouth of Kern River. 'Tinliu - near the Tejon Ranch headquarters.' Konoilkin ' a noted landmark and fishing place at the mouth of Kern Canyon, meaning "place where the water falls" Hometw01i - This tribe lived primarily near Kern Lake. Village Sites: Halau - primary village , Loasau - another village us6d by the Hometwoli 'Pohalin Tiniliu - near the eastern end of Kern Lake. Tuhohi - This tribe was located along the western end of the Kern River along the Buttonwillow and Goose Lake area. Village Sites: Tahayu. - Tuhohi place. Tulamni - This tribe was located in'the foothills adjacent Buena Vista Lake. Village Sites: Tulamniu - their primary village. There are many words that can used along interpretive trails for the names of plants and animals. These words can be presented with their English equivalent and a phonetic spelling. Some examples of these are as follows: Plants Animals ts'iti live oak oiui roadrunner caxat willow kaiu coyote da' -pa cottonwood xoi deer bumuk rule owik bald eagle yfiw il grass hal' na duck koci'l~'c soaproot au'rca fox SUGGESTED SIGN FORMAT There are a number of locations and. geographic features along the Kern River Parkxvay that could be identified with Native Yokuts names. Some of these include the unnamed picnic and recreation area, the par course picnic area, and the unnamed lake to the.west of Truxtun Lake. Native nmnes could also be used to identify some of the nature areas located along the Parkway. We suggest that signs identifying specific locations be both informative and educational. Signs should be consistent with the esthetic setting of the Kern River Parkway. A format such as the following might be used: Place names along the Kern River: Village name · Woilo Phonetic pronunciation Woo-ee-lu Information Yauelamani village in downtown Bakersfield meaning the "Planting Place" Village name Tsineuhiu Phonetic pronunciation See-nay-u-hee-u Information A day use village for resting and eating meaning the "Place of Shade" Interpretive signs could also be placed that identify Native plants and animals and perhaps briefly describe their importance to Native inhabitants. Some examples are as follows: Plant/Animal name English COyote Fremont Cottonwood Plant/Animal name Yokuts Kaiu Dapa Phonetic pronunciation Kay-eye-u Daw-paw Scientific name Canis latrans Populus fremontii All signs and monuments Would be placed and erected in accordance with the City's sign ordinances as they pertain to the Kern River Parkway. We will gladly work with your staff and' committee to make this a positive situation for all concerned parties.' Cost involved in this proposed project will be sustained in the stone manner as current Parkway projects. In addition, we will seek other funding resources. The following pages contain examples of'specific Native terms for places, flora, and fauna we would like you to consider. Working with your com~nittee and staff, this list could obviously be expanded. Chi" ...
