A. Committee discussion and recommendation regarding the need for a new
skateboard park in the southwest
City Manager' Alan Tandy explained due to State budget cuts by the Governor,
which had a direct affect on the City's budget, funding for a skateboard park is not
included in the fiscal year 2002-03 proposed budget.
Committee Member Benham expressed she would like to keep the skateboard park
in the southwest on the list for .the next budget cycle. However, the proposal at
Garden Park was for a skate park smaller than the one in Beach Park and the
skateboarding community has let her know it needs to be at least as large as the
one in Beach Park. She suggested staff look at other locations not located in an
established park.

Committee Member Carson agreed it should not be built in an established park. She
would.like to see something broader that just a skate park and suggested it include
other recreational activities..
Committee Chair Sullivan stated she is very supportive of building a skateboard
park. Trying to enforce the "no skating" areas creates a need for a place to
skateboard.
Recreation and Parks Director Stan Ford explained the. costs to build skateboard
parks have doubled. He believes a skateboard park in the Silver Creek area would
have a very high usage. A facility the size of the one in Beach Park would probably
be objected to by the residents living near Garden Park:
Staff will continue to watch for other' possible sites and designs for a future
skateboard park in the southwest.
B. Staff update on Liberty Garden at City Hall
Recreation and Parks Director Stan Ford explained since a large Liberty Garden
with a monument is being Planned by the new Fire Station, staff is suggesting a plan
to plant red, white and blue flowers with a small plaque in the City Hall planters on
the corner of Truxtun and Chester. This location will highlight the front corner of City
Hall with a colorful Liberty Garden, which can be enjoyed by everyone. Some of the
existing plants and the ivy will need to be removed.
Committee Chair Sullivan suggested two laser beams of light similar to those used in
New York. It was decided the advanced technology required and available space on
the corner of Truxtun and Chester were not conducive for this type of lighting..
The Committee unanimously approved staff's moving forward with the flower
garden. The Committee .would like to have the flowers planted by July 30th the date
of the open house and dedication for "In God We Trust" motto and the Historical
Document displays. The Committee will discuss the wording and design for the
plaque at its next meeting.
C. Report from Historical Documents Committee
Committee Chair Sullivan explained Mike Miller was not able to attend the
Committee meeting today. Work is progressing and July 30th is the date for the
dedication.

Proposed City Council Resolution:
The City of Bakersfield hereby resolves to work with the Kern Veterans Memorial
Park Committee to establish a Kern Veterans Memorial Park in Central Park,
located in downtown Bakersfield.
The City of Bakersfield is committed to developing the Memorial Park in
cooperation with the Veterans Committee with the following understanding:
1. The Veterans Memorial Park would be located on a current city park,
known as Central Park, and the park and all facilities developed on the
park would remain as a city owned park for public use. It is anticipated that
included would be a Memorial Plaza, Individual War Monuments, an
amphitheatre seating approximately 1,000 people, B-B-Q facilities
accommodating approximately 600 people, and other recreational facilities
as may be appropriate.
2. The city will pursue all appropriate park and other related grants, tax
opportunities, etc., to assist in the development of the Memorial Park.
3. The Kern Veteran's Memorial Park Committee will pursue funding and in-
kind support to develop facilities beyond the financial capacity of the City
of Bakersfield, to include local donations, local and state government
funding, federal and military-related funding, corporate and private
foundations, etc.
4. In addition, and in conjunction with the development of the Kern Veterans
Memorial Park, it is understood the Veterans Committee is dedicated to
developing a Military History Museum/Learning Center which would "bring
to life" for all concerned, the military history of the United States in a state-
of-the-art fashion so that all future generations may know and understand
the consequences and impact of warfare. In support of this facility, the
Kern County Superintendent of Schools Office, the Kern High School
District, Bakersfield College, and CSU Bakersfield will be fully included in
the development, funding, and operation of such a facility. It is anticipated
that this facility will be located on land in the direct vicinity of Central Park.
Kern County's young men and women have been strong contributors to our
Military Forces since the days of the Civil War. In recognition of this sizeable
element of our population, many of whom are approaching their last days, the
City of Bakersfield believes that proper recognition of the sacrifices made by our
military people over the years deserves due recognition.
In cooperation with the Kern Veterans Memorial Park Committee, the City of
Bakersfield intends to appropriately recognize all veterans throughout the history
of the United States, and specifically Kern County, so that their families and
descendents may always be able to understand and appreciate the sacrifices
they made.
