Discussion and Committee recommendation on the request from the Kern River Parkway Foundation regarding naming the "memorial grove" Recreation and Parks Director Dianne Hoover gave an update. The memorial "commemorative" grove was opened on June 14, 2006. The grove does not have an official name. It is located on Manor Street near the Kern River Parkway. The City Council received a 'request from the Kern River Parkway Foundation to name the area San Miguel Grove. Staff is in agreement with the grove having an official name. Bill Cooper, President of the Kern River Parkway Foundation, spoke and requested that the official name for the area be designated San Miguel Grove in keeping with the commemorative purpose for which the grove was established and in accordance with the Kern River Parkway Naming and Signage Ordinance. In 1776, .Father Garoes made contact with the Yokuts people of Woilu Village. Father Garoes christened the village Rancheria San Miguel de los Noches. As far as it is known, no other feature in Bakersfield bares the name San Miguel. Agenda Summary Report Page 2 Community Services Committee Meeting Monday, July 17, 2006 ~~T Dana Karcher, Tree Foundation of Kern, explained they are the entity that is managing the grove for the City. The Tree Foundation agreed with naming the grove, San Miguel Grove, as naming the grove will give it an identity and separate it from the Parkway.' Committee Member Irma Carson made a motion to recommend the Council adopt the official name of San Miguel Grove. The Committee unanimously approved the motion. B. Discussion and Committee recommendation on the feasibility of changing the City's logo to !'Bakersfield - Life as it should be" City Manager Alan Tandy gave an overview of the memorandum included in the packet on the history of the City Seal, Iogos and slogans. The latest Council actions regarding the City's logo currently in use are: 1) .In 1995, the Council's Ad Hoc Economic Development Committee recommended' the City adopt' the insignia known as Squiggly "B", which identifies the mountains, desert and sky with Bakersfield written underneath it to replace the City's motto, Bakersfield--City of Golden Opportunities. This concept was adopted by the City Council. 2) In 2001, the Council approved' the design and build of monument signs. Two were constructed with the Squiggly "B" logo and placed at two locations entering the City from the north and south. The City Manager spoke regarding the monument signs. The estimated cost to rebuild the monument signs at another location would be $260,000 to $280,000 each, as the signs are not movable. To redo and reface the signs at their current locations with the new look would cost at least $30,000 to $50,000 each. The locations for the monument signs are somewhat constrained, due to restrictions by CalTrans that do not allow construction of signs in its right-of-way. The south monument is actually located on County property, which is designated to be a park at some future date. It was difficult to find a site for the north monument. The City was able to purchase property, but ideally located property was not available due to the topography of the area. When the Interchange is constructed for State Route 99 and Seventh Standard Road, there may be a better site available. The City Manager continued his report with the many curren[ uses of the squiggle. The inventory of uses is still in progress. With Committee direction on whether the changeover is immediate or can be phased-in, staff will then be able to complete the inventory and provide the costs if the City were to Agenda Summary Report Page 3 Community Services Committee Meeting Monday, July 17, 2006 ~z~FT change its current logo over to the new design. Some of the uses are: business cards, letterhead, and shirts. It is on 72 vehicles including all the fire trucks, graffiti trucks, and the side-loader refuse trucks. The Economic Development Department has an inventory of promotion materials and brochures. Safety awards have been given over the years and the squiggle is on duffle bags, key chains, and many other items. There are signs with the squiggle on two or more City buildings, which will cost approximately $2,000 each to change out. Another related issue is that Police, Fire, and Parks Departments have developed their own symbol different from the squiggle'. The City has never disallowed this practice. Direction is needed from the Committee/Council if the changeover would include changing these designs to the new logo. The squiggle was officially adopted by the Council and will take Council action as to whether it goes away altogether or is usable for some purposes. It'was noted that a citizen called .to let the City know that the Lending Tree logo has a leaf, 'much the same as the proposed Bakersfield with the leaf. Committee Member Sue Benham stated she would recommend the phased- in approach as she did not want the. City to throw away current supplies, such as stationery. Committee Member Irma Carson agreed that if the logo is changed by the Council, current supplies should not be thrown away. The new logo should be phased-in. Committee Member Carson also stated she did not want the logo changed on emergency vehicles including Police, Fire and City vehicles as it has significant meaning to the departments and the public. Debbie Moreno, Greater Bakersfield Vision. 2020 Committee, gave a brief overview of the material included in the Committee packet. She explained that when they went to the City Council meeting, Vision 2020's request was that the Council adopt and change the logo to the new Stylized Bakersfield with the leaf. They did not ask that the logo be changed to include the tagline, Life as it should be. The tagline can be used when appropriate. Ms. Moreno also stated that the most important change to Vision 2020 would be to redo the monument signs, replacing the old logo with the new stylized Bakersfield with the leaf. Vision 2020 would be happy to help raise funds to reface the signs. She continued that once the City identifies the cost to transition the signs, there are people in the community who would step up and help with the cost for resurfacing with at least the bottom part in mosaic tile and also the cost to have signs built on the east and west entrances to the City. A copy was included in the Vision 2020 materials in the Committee packet. David Gordon, Bakersfield Museum of Art, spoke regarding the proposed artwork for the sign. Renee Nelson spoke in favor of the new logo design and in opposition to the tagline, Life as it should be. A. S. Ashley spoke in favor of the logo and in opposition to the tagline, Life as it should be. He suggested there be an on-line selection process for the public. Debbie Moreno responded that Vision 2020 at the very beginning of the process to come up with the logo, did a survey and a great deal of input was received from the community. Committee Member Sue Benham felt the Committee needed more information on the options and information regarding funding from the private side. 'She recommended that the City not wait two or three years for the Interchange at Seventh Standard Road before a decision is made on whether to change the location of the monument sign when entering the City from the north or to reface the current sign. Committee Chair Jacquie Sullivan expressed she liked the new design being proposed for the monuments and the tagline, Life as it should be. She also. expressed she liked the squiggle as it is recognizable to the community and would like to be able to use both if appropriate. Committee Member Sue Benham recommended at its next meeting the Committee should take the following steps: · Motion to recommend to the Council that the City adopt the new logo, Bakersfield with the leaf - Accompanied by reports from staff about how the new logo could be phased in over time ·Discuss Committee recommendation regarding use of the tagline, Life as it should be, when appropriate · The monument signs would be a separate concept for review - Key issues would be the location, cost participation from the private sector, and the design City Attorney Ginny Gennaro suggested another issue. Staff needs direction from Committee/Council on the °ther Iogos currently being used by other departments in the City. Rojas, Public Works Director SUBJECT: Upgrading the Existing Entrance Monument Signs Staff has identified site improvements at the existing entrance monument signs and options for changing the graphics on the face of the signs. _Site Imr)rovements Improvement Estimated Total Costs 1. At the south monument sign, add two 1000 watt metal halide $1,500 luminaries for daylight illumination to bring attention to the sign. 2. At the north monument sign, add two 1000 watt metal halide $1,500 luminaries for daylight illumination to bring attention to the sign. 3. At the north monument sign, install a light blue (sky blue) $20,000 background netting panel approximately 30' high by 50' wide behind the existing sign. This will bring eye contact to the monument sign. 4. At the north monument sign, install a new shrub bed on City $20,000 property in front of the monument. This will help to focus attention to this monument sign which faces northeast and is in the shade most of the time I Total Cost of Site Improvements I $43,000 Options for Graphics Improvements on Si;In Fac? Option: Mosaic Tile Mural Background with Illuminated Channel Letters Logo. This is the Vision 2020 proposal presented at the July Community Services Committee meeting. The mural represents various elements of Bakersfield and its environs - urban buildings, Bakersfield Arch, the Kern River, agricultural fields and mountains. The graphics on the new sign face are executed by a mosaic tile artist on panels in her studio. Those panels are then installed on the prepared face of the signs. The letters on the new sign face are manufactured channel letters installed on top of the mosaic tile panels. Mosaic tile panels prepared by mosaic tile artist, includes $50,000 installation of the panels on the prepared sign face for both the south and north signs 2. Prepare face of both the south and north existing signs to receive $10,000 the panels (remove existing channel letters; reface concrete sign with smooth concrete finish) 3. Illuminated channel letters made and installed on new sign face $50,000 by contractor sign shop at both the south and north signs Sub-total Costs of Graphics Improvements $110,000 Site Improvements $43,000 Total Cost for Mosaic Tile Background with Illuminated Channel $153,000 Letters Logo and Site Improvements Issues: This option involves several vendors / contractors. The traveling public on the highway may have a difficult seeing and appreciating the details of the mural's graphics. If the logo changes in the future, the channel letters could be replaced, leaving the mosaic tile in place. Option: Background Graphics and Logo Painted on Aluminum Panels. This option is executed by an artist painting the entire Sign - background and logo - on panels that have been mounted to the prepared face of the existing signs. The painted background can range from being involved (a scene comparable to the mosaic tile mural) to being very simple (a solid color). The logo letters are also painted by the artist. Cost details of this option are as follows: Estimated Costs 1. City crews prepare face of both the south and north existing $20,000 signs to receive the panels (remove existing channel letters; reface concrete sign with aluminum panels) 2. Artist paints new sign face on the mounted panels $6,000 Sub-tOtal Costs of Graphic Improvements $26,000 Site Improvements $43,000 Total Costs for Background Graphics and Logo Painted on $69,000 Aluminum Panels and Site Improvements This option involves City staff and one vendor / contractor. The artist would paint the new sign face after the panels have been mounted on the existing signs. This option therefore requires execution of the field painting during favorable weather; the artist estimates needing seven to ten days to paint one sign face. The painted sign faces are more susceptible to deterioration caused by sunlight and Weather. When repainted, the City will have an option to change to the design of the sign - the logo, the background or both. Option: Background Graphics Painted on Aluminum Panels with Illuminated Channel Letters Logo. Similar to the previous option, this option calls for the background graphics to be painted by an artist on panels that have been mounted to the prepared face of the existing signs. However, the logo letters are the illuminated channel letters. Cost details of this option are as follows: Estimated Costs 1. City crews prepare face of both the south and north existing $20,000 signs to receive the panels (remove existing channel letters; reface concrete sign with aluminum panels). 2. ^rtist paints new sign face on the mounted panels. $6,000 3. Illuminated channel letters made and installed on new sign face $50,000 by contractor sign shop at both the south and north signs Sub-total Costs of Graphic Improvements $76,000 Site Improvements $43,000 Total Costs for Background Graphics Painted on Aluminum $119,000 Panels with Illuminated Channel Letters Logo and Site Improvements This option involves City crews and multiple vendors / contractors. The painted background has the same issues as the preceding option. When the sign needs repainting, only the background could be changed. This year, we added lights to the large coastal redwood tree located in front of City Hall on the median strip. A total of 140 man hours for installation of all lights included staff from General Services Electricians, tree crews and park maintenance staff. The lights cost about $1000.00 Adding more lights in the area is a challenge due to the lack of power currently available on the median strips. The tree on Truxtun median and the Centennial Plaza lights are on a timer and should go on at about 5:00PM each evening. Cathy Butler from the Downtown Business Association (DBA) has been successful in getting sponsors for the lights on Chester Avenue. The official Holiday Lighting Ceremony will take place on Monday, December 4th. Chester Avenue will be lit from Truxtun Avenue to Garces Circle each day through at least late January. Sponsors for the lights include San Joaquin Community Hospital, The Bakersfield Californian, Chain and Younger, and San Joaquin Bank. Broad Electric is donating their time and equipment to string the lights on Saturday, December 2nd, and they will also donate their time to remove the lights later in January. Lastly, the DBA will have a window decorating contest for businesses on Chester Avenue. The winner will be given a trophy donated by Raymond's trophy following the parade on Thursday, December 7th. Holiday lighting will be very visible throughout downtown this year thanks to the efforts of these various company sponsors, the DBA, and city staff. RECEIVED--- CITY MANAGER'S OFFICE B A K E R S F I E L D Department of Recreation and Parks Date: November 30, 2006 To: Alan Tandy From: ~'~R oover Subject: Bike Path Signing City staff has met with members of Bike Bakersfield, Kern River Parkway Committee and the Kern Wheelman to discuss the most appropriate signs for the bike path. Several proposals were brought forward and each one met with some further questions and discussions. The current proposal is to paint some directional arrows on the pavement in areas of high traffic. All traffic would stay to the right, and pass on the left. By painting on the pavement, bicyclists would be able to see them since they look down often, and it will be visible enough for walkers, runners and in-line skaters. Kern Wheelman recommended that the frequency of the directional arrows would be: 1. Heavy traffic areas - 1/2 mile intervals 2. Moderate traffic areas - 1 mile intervals 3. Light traffic areas 3 mile intervals The directional arrows in conjunction with words of caution such as: "Pass With Care" or "Pass on the left" would be most beneficial. All signing and striping must comply with the Manual on Uniform Traffic Control Devices (MUTCD). The paint chosen must be non-slippery when wet in order to meet safety guidelines. In addition to signing, we can put some information in our Recreation and Park brochure on basic rules for the bike path. This brochure already includes the bike path map, so adding some rules of the road would be appropriate. Lauren Franconi from Bike Bakersfield plans to attend the meeting to provide an update of what her group is doing to educate students on bike safety. They also have bike maintenance programs, special events, and an online newsletter that is read by many users of the bike path. In summary, no final decision has been made on signage on the bike path but many groups have had the opportunity to share their ideas.
