City Manager's Conference Room
1. Update on County CSA Proposal
The Committee met with city and county staff to discuss the County CSA proposal.
Concerns surfaced regarding the city's ability to provide input to the Board of Supervisors
relating to financial and programming issues; equity upon annexation; and permissibility of
the CSA to fund capital projects. Recommendation: City staff to continue working with
the county in refining their proposal and report back as soon as possible.
2. Update on Citywide Park Plan
The Committee met with Steve Hawkins, consultant, and city staff regarding the City's Park
Plan. Steve Hawkins presented a ,report giving three options pertaining to assessment
spreads. They are presented in the attached report. Discussion centered around how zone
boundaries were developed, types of maintenance to be included, and its relationship to the
CSA proposal. Recommendation: Staff to continue developing its plan and to provide
them with a citywide map that defines park locations and benefit boundaries.
