1. Citywide Park District
The Committee met with staff and discussed issues relating to establishing'a
Citywide/Metropolitan Park Maintenance District and recommended the following issues
be considered:
1) Formation of a Citywide district should be presented to the public via an advisory
election.
2) The new district.should include provision for Parks, Recreation, Kern River Parkway,
Senior Citizens, etc., to resolve current funding concerns (short-term).
3) Cultural Arts and other community-based interests should be considered but pursued
on its own time line (long-term).
4) Zones of Benefit should be established.
The Committee further recommended staff meet with other outside agencies and
committees (NOR, Citizens' Park & Recreation Advisory Committee, and County) for their
input and report back those findings. It was also stressed that staff should proceed as
quickly as possible.
2. Set Next Meeting
Meeting to be set by staff as soon as information is ready to report back to Committee.

Lee Andersen, John W. Stinson, and Stephen R. Hawkins, Consultant.
