ROLL CALL The meeting was called to order at 4:30 p.m. Members present: Chair Councilmember Lynn Edwards; Councilmember Mark Salvaggio Member absent: Councilmember Conni Brunni 2. SIGN POLICY FOR KERN RIVER PARKWAY UPDATE At the last Committee meeting of August 8, the Committee reviewed the sign ordinance and requested staff to research and refine the wording. Lee Andersen stated the following changes have been made: 1) the sign element using individual names has been deleted, and 2) criteria/guidelines have been added for the cellular call boxes on the parkway. The sign policy changes have been reviewed by staff with the Kern River Parkway Committee as well as the Citizens Community Services Advisory Committee, and both are supportive and concur with the changes as presented. The Committee recommended approval of the ordinance with the above changes and that it be sent to the full Council. 6. NEW BUSINESS A. BAKERSFIELD CITY MISCELLANEOUS EMPLOYEES MUTUAL BENEFIT ASSOCIATION KERN RIVER PARKWAYVOLUNTEER IRRIGATION AND LANDSCAPING PROJECT AT MOHAWK AND TRUXTUN AVENUE At its November 2, 1994 meeting the Council referred a letter to this Committee from the Bakersfield City Miscellaneous Employees Mutual Benefit Association requesting approval of their donating labor to install irrigation, turf and trees along the Kern River Parkway. Gene Bogart pointed out that this project would finish out the area along Truxtun by the Mercy Hospital Par Course and the Texaco Foundation project. There are grant monies available. This is the type of development that is outlined in the Kern River Parkway master plan. It is anticipated the project could begin in January 1995, with completion expected mid to late spring. The Committee reviewed the Association's request to use City equipment during construction, the use of State grant monies remaining from the computerized irrigation and development of the parkway west of the par course, and approval to seek donations from the private sector to help offset costs. Rick Williams from the Association stated that the Association has received its number for nonprofit status. It was determined staff should oversee the installation of irrigation and materials and expenditure of funds. The Association will be in contact with the Kern River Foundation Committee to seek their comments and recommendations and staff will keep the Citizens Community Services Advisory Committee informed of progress. AGENDA SUMMARY REPORT Community Services Committee November 21, 1994 Page -3- The Committee discussed the project and a motion was made and approved to allow the Bakersfield City Miscellaneous Employee Mutual Benefit Association forces to volunteer to complete the project and allow those volunteers to use City equipment; allow the use of the $27,392 remaining State grant funds for this project; and based on determination from the City Attorney on guidelines, to allow the solicitation of donations from the private sector. A Committee Report will be prepared for the next City Council meeting. 7. ADJOURNMENT The meeting was adjourned at 5:00 p.m. Staff in attendance: Assistant City Manager John W.
