IN-LINE HOCKEY UPDATE Lee Andersen reported that both in-line hockey leagues seem pleased with the arrangements that had been made where the existing league will continue playing at Jastro Park, and the group that broke away from the existing league will be playing out in the North Bakersfield area. Community Services and Public Works staff have met with the one neighbor living by Jastro Park that had concerns about inadequate parking causing congestion/noise. Plans were made to change the striping on the parking lot next to the tennis courts from parallel to diagonal to create more parking. As this is a heavily used park, Community Services staff will continue to monitor for congestion. The Community Services Department has been contacted by Mr. Pete Denevi, a local person involved in producing in-line hockey services for league play at Standard Park, a North Bakersfield Parks and Recreation District site, where he will be making improvements and then leasing the facility from the District. Upon completion, this privately run facility should help alleviate expansion concerns. In a year or so after he reviews his current project, he may be interested in the same type of agreement with the City to provide private services at a City site. Due to the expansion occurring in this sport, Community Services staff will continue looking at possible future sites within the City and ways to develop facilities such as with a private entity as mentioned above. B, REVIEW OF STANDARDS FOR PARK DEVELOPMENT Frank Fabbri handed out a memo/information (attached) and gave a general overview of the method of computing costs for park development, and discussed cost comparisons between North Bakersfield Park and Recreation District and the City of Bakersfield. Henry R. Agonia, General Manager, North Bakersfield Parks and Recreation District, discussed the difficulties encountered when comparing costs and trying to set standards for one park with another because each has different component needs. If you take each element/bid separately for developing a park, the costs do compare. Mr. Agonia gave other examples, such as one park needing a seven-foot wall around the park to mitigate noise, explaining that these different requirements needed in each park make using other methods such as a per acre cost accounting system unworkable. The Committee reviewed the information handed out and asked that it be provided to the full Council. AGENDA SUMMARY REPORT Community Services Committee August 8, 1994 Page -3- C. SIGN POLICY FOR KERN RIVER PARKWAY Lee Andersen stated that a copy of the policy had been provided to Mr. Rich O'Neil of the Kern River Foundation, for his review, and that his response was favorable to the sign policy and recommended no changes. The Citizens Parks and Recreation Committee has also endorsed the policy. Jennie Eng, Development Services Park Planner, pointed out that the size of the signs is now written in compliance with the dimensions required in the City sign ordinance updated in May 1994. The Committee requested that staff research the wording in the policy about the criteria for placing any names on the signs and wording to clarify that section, and bring this information back to the Committee. 7.
